The Pleasanton City Council has a relatively light agenda Tuesday where the members will only be voting on approving a resolution that will effectively allocate an additional $224,630 in Community Development Block Grant funds to the Tri-Valley Haven shelter project.
The “Shiloh Rebuilding” project, which has been in the works since 2023, aims to construct a new 45-bed domestic violence shelter, according to Tri-Valley Haven, the region’s only confidential domestic violence abuse shelter.Â
Over the past couple of years, Tri-Valley Haven has been raising money in order to fund the construction of its new shelter. Its previous shelter, which had been around for about 40 years, had been in a constant state of disrepair.
But thanks to its fundraising efforts, along with additional funding from cities such as Dublin, Livermore and Pleasanton, Tri-Valley Haven was able to finish demolishing its old shelter in September 2024 and is now making significant progress on building its new one.
“A contractor has been selected, and construction commenced in December 2025,” according to the council staff report.
Since 2023, the city of Pleasanton alone has already allocated $500,000 in Community Development Block Grant funds to the project. However, according to the staff report the project still has a $1.5 million to $2 million funding gap.
“Tri-Valley Haven has $9.6 million committed with a total project budget of an estimated $11.4 million,” the staff report states.
That’s why the council will be voting on the resolution Tuesday, which includes the third amendment to the original agreement with Tri-Valley Haven for the Shiloh project, during its consent calendar portion of the meeting. Items in the consent calendar are considered to be routine in nature and are typically approved by a single vote with little to no discussion.
“The allocation of $224,630 federal CDBG funds to the Tri-Valley Haven Shiloh Rebuilding project … will not have a direct fiscal impact on the city’s General Fund, as the city has already been allocated $381,455 in CDBG funds for FY 2025 (2025/26), and CDBG regulations require that the City allocate these funds to an eligible capital project,” according to the staff report.

* During Tuesday’s meeting open to the public portion of the meeting, Tri-Valley Haven will present an award to the city, which will then be followed by a presentation from Alameda County District Attorney Ursula Jones Dickson.
