The Pleasanton City Council is set to consider approving the final design plans and award a construction contract for the renovations at Lions Wayside and Delucchi parks during what is expected to be a light council meeting on Tuesday.

The downtown parks item had been continued from the Aug. 20 council meeting.

Tuesday’s meeting agenda itself only consists of items included in the consent calendar, which are items considered routine in nature and typically approved by a single vote with little to no discussion.

Renovating Lions Wayside Park and the adjacent Delucchi Park in downtown Pleasanton has been in a project in discussion since the ’90s. The project went through three decades of master planning and was originally going to provide more connections between both parks and the rest of downtown, according to the council’s staff report.

However, back in February 2023, the council majority voted 4-1 to halt because “the city did not have the funding available to implement the $10-12 million project as shown in the latest master plan supported by the regulatory agencies.”

Instead, the city has been pursuing an alternative per council’s direction where the city would utilize the approximately $1.9 million in the project’s remaining budget to focus on isolated park improvements, like building a new bandstand and a larger lawn area.

The council in the past approved revised bandstand design concepts that will place the new stage on the north side of the park — it will have a traditional aesthetic look that will also meet the needs of musicians, according to city staff.

The construction drawings for these and other amenity improvements at Lions Wayside were recently completed in June and now staff is recommending the council award a $1,265,000 construction contract to Integra Construction Services, Inc. — which would include a 10% contingency, according to the staff report.

Staff will not be recommending that the city move forward with pathway and landscape improvements at Delucchi Park due to the high costs, the report states. 

The council will also be voting on an amendment to a professional services agreement with landscape architect firm Callander Associates in the amount of $31,800 so the firm can provide construction support services for the project.

All of the money for the project is being funded by park development impact fees, which are dedicated to the renovation of the two parks, city staff said.

According to the staff report, construction is expected to impact the first two months of next summer’s Concerts in the Park series because the lawn “will require two to three months for establishment prior to use.”

The City Council meeting is scheduled to begin at 7 p.m. Tuesday (Sept. 3). The full agenda can be accessed here.

In other business

* The Pleasanton Police Department has taken over the responsibility of processing, reviewing, approving and issuing concealed carry weapons applications and the council will now have to look at adopting a resolution to approve an update to the city’s master fee schedule in order for the department to collect necessary fees for these permits.

The Alameda County Sheriff’s Office, which handled these permits in the past, recently changed its policy to where it now only accepts these concealed carry applications from individuals who reside in unincorporated Alameda County.

With Pleasanton now having to handle these applications, the council needs to approve the resolution in order for PPD to set a fee schedule where individuals seeking a concealed carry permit must pay $500 for initial and issuance fees. Renewal fees would be set at $100.

The fees would help cover the cost it takes for PPD employees to go through the whole application process, according to staff.

* The council will also be looking to approve the design plans and award a $406,319 construction contract to Silicon Valley Paving, Inc. for the annual court resurfacing project at the Fairlands Park and Tennis and Community Park. 

The project aims to focus on 12 courts at Tennis and Community Park which have “reached their expected life and need maintenance to prevent further deterioration on some of the most frequently used courts in the community.”

It will also perform essential maintenance to two tennis courts at Fairland Park in order to address safety concerns and the project will also convert court 10 at the Tennis and Community Park to four pickleball courts. 

* Another consent item on Tuesday will be accepting the donation of “The Wonderful Wizard of Oz Book Bench” — a temporary piece of public art that depicts the literary work of L. Frank Baum — and installing the fiberglass bench at the Pleasanton Public Library.
