Trustees at the Pleasanton Unified School District are set to discuss several items related to the proposed sale of the vacant, district-owned Neal Property on the eastern outskirts of the city Thursday, including a potential vote on an agreement to sell the site to a housing developer.
The proposed agreement with Landsea Homes would see the company purchase the property for $34,695,000, with additional payments of $1.2 million for each housing site approved by the city that exceeds the 27 lots included in its tentative map for the area.
The move comes following months of discussion by the district on the possibility of selling some property to contend with financial limitations, with the Neal Property being considered for priority review.
“It is the District’s fiduciary responsibility to maximize these assets, ensuring they are utilized efficiently and effectively so as to achieve long-term financial stability and continue to provide exceptional learning opportunities for all students,” wrote Lanita Villasenor, executive assistant for the superintendent’s office, in a staff report. “Given existing financial constraints, District staff is reviewing and analyzing such assets to determine if opportunities exist to maximize their usage and/or disposal.
An advisory committee formed to analyze the property found it to be surplus, and recommended that the district pursue selling or leasing it. The PUSD board then submitted a resolution on June 8 affirming its status as exempt surplus land, which was approved by the state housing authority on June 22.
Trustees proceeded to seek a waiver for competitive bidding requirements, instead seeking to sell the land via an RFP process, which was approved by the state on Nov. 8 under the conditions that the board determine the most desirable proposal within 30 to 60 days following a public meeting in which they received that proposal, and that the selected proposal be on the agenda in a public meeting prior to its approval.
While the board did not select a proposal at the Oct. 26 meeting in which six proposals were received, they requested district staff and consultants to negotiate the proposed agreement with Landsea Homes that will be on the table at their upcoming Thursday meeting.
The consideration of the proposed agreement is set to follow two other related agenda items. These consist of a closed-session discussion with property negotiators on the Neal Property in closed session ahead of the public meeting, and the consideration of a resolution declaring an intention to sell the property scheduled in the public meeting just before the proposed agreement with Landsea Homes.

* Trustees will speak with the district’s bargaining team about ongoing labor negotiations with the Association of Pleasanton Teachers and California School Employees Association in a closed session ahead of their public meeting.
* The board will hold elections for their next president and vice president for the upcoming year.
* Trustees will hear a presentation, hold a discussion, and consider approving the first interim budget report for the current fiscal year.
* The board will consider approving a contract for burglar alarm systems for Foothill and Amador Valley high schools.




At $1.2M per lot they’d be having to bring $3M houses to market. I’d say the unit count will grow materially from 27. I’m guessing the name will be the Enclave at Bernal.
That’s a double-dip! Collect millions in fees from the 800 or so houses built in Ruby Hill with the promise of building the Neal School… Never even attempt to build the school… and then sell the site later for some more millions!
there was no attempt to add a school due to declining enrollment.
