Pleasanton police blocked off Old Stanley Boulevard for about three hours Tuesday afternoon while working to negotiate with a local man who barricaded himself in a family house just outside downtown after fleeing from a traffic stop.
Officers ultimately opted to reopen the neighborhood to residents and are seeking an arrest warrant from a judge after determining the unarmed man posed no threat to the community while holed up in the unoccupied family home, according to police officials.
“After exhausting all attempts to communicate with (Scott) Hagan and believing he may be in crisis, officers did not make entry and have sought a warrant for his arrest,” Lt. Maria Munayer said in a statement.
The situation unfolded just after 12:45 p.m. Tuesday when a local police officer saw a white Chevy Silverado driving erratically on First Street, speeding and swerving, according to Munayer.
The officer turned on his emergency lights to initiate a traffic stop, at which point the driver — later identified as Hagan, 55, of Pleasanton — got out of his truck and walked toward the officer in a threatening manner, Munayer said.
The lieutenant alleged Hagan then yelled threats at the officer before running back to his truck and speeding away.
Another officer arrived and a short police pursuit ensued before ending abruptly when Hagan drove to his former house on Old Stanley Boulevard and ran into the basement, Munayer said. The home is vacant and reportedly still owned by Hagan’s mother.
Police closed Old Stanley Boulevard between Main and First streets while trying to talk Hagan into coming out of the house, but the man just yelled back at officers and failed to comply with officers’ orders to leave the basement, according to Munayer.
After around three hours, police decided to clear the scene without forcibly entering the basement and instead seek a warrant for Hagan’s arrest on a charge of evading police, according to Munayer. Police concluded Hagan posed no threat to the community, as he was apparently unarmed and they confirmed nobody else was in the house, according to Sgt. Julie Fragomeli.
This is not Hagan’s first run-in with law enforcement in recent months.
Last June, the Alameda County Sheriff’s Office reported Hagan was shot by a ranch owner in rural unincorporated Livermore after allegedly smashing his truck into a barn, the rancher’s home, a truck and a propane tank.
The rancher armed himself and told Hagan to stop, but Hagan allegedly began driving toward him. The rancher then fired several rounds at Hagan, who suffered gunshot wounds to his upper torso and hand, the sheriff’s office reported at the time.
Hagan was detained on suspicion of assault with a deadly weapon and felony vandalism at the time. The sheriff’s office has not yet responded to a request for an update on that criminal case.

Yes, according to the Pleasanton police, Scott Hagan has barricaded himself in a basement. This looks to be the same Scott Hagan of the “Livermore Ranch Rampage.”

Evading an Officer
On January 16, 2018 at 12:49 pm, a Pleasanton Police Officer observed a white Chevy Silverado truck driving erratically on First Street. The male driver, later identified as 55 year old Scott Hagan, was speeding and making unsafe turning movements.
The officer activated his emergency lights to initiate a traffic stop. Hagan exited the truck and advanced toward the officer in a threatening manner. After yelling threats at the officer, Hagan ran back into his truck and fled at a high rate of speed.
Another officer initiated a short vehicle pursuit which ended abruptly when Hagan drove to his former unoccupied residence, on Old Stanley Boulevard, and ran inside the basement. Officers attempted to communicate with Hagan who yelled at officers and refused to comply with orders to exit the basement.
After exhausting all attempts to communicate with Hagan, and believing he may be in crisis, Officers did not make entry and have sought a warrant for his arrest.
Why isn’t this guy in prison from last summer? What in the world is going on here?

Trying to drive over a rancher last year and driving erratically in a populated area today…..absoluetly.
I think we all deserve a chance, one too many here. And I’ve heard hes still not in custody.

I’m proud of the police department’s response. They realized the man is holed up and can’t escape, so they backed off to grab him when he emerges in a day or two. They have a strict duty to avoid violence if at all possible: to prevent suicide by cop, to prevent bystanders from being caught in the cross fire, and to prevent their own from being injured or killed. And as someone who knew one of the Oakland police officers who was killed when storming into an apartment a few years ago and having to attend the funeral and watch his family suffer, that last point is no small one.
So, once again, I am glad our police are run by professionals and not cowboys. I trust you are too, now that you have had a chance to think about it.
I am so tired of people that do stuff like this just getting away with it.
So if I drive erratically, threaten cops then run and hide I will just get
a nice “We aren’t going to do anything to you.” At the LEAST his truck should
have been impounded and towed away and he should be arrested and thrown
in jail. This sounds like drugs and alcohol fueled behavior. With his past he should be
sent right to jail and STAY there!

I can see that side of the argument. On the other hand, as shown by this incident and also the other recent incident of him smashing his truck into a Livermore rancher’s home, this guy is obviously not right in the head either due to drugs, alcohol, or mental illness. So I think that it could be argued that by backing off and leaving the guy alone in the house that the PPD was leaving a potential threat to the community in place. What if, after the PPD backed off and left the guy alone, the guy then came out and, in his deranged state, hopped into his truck and smashed it into another person’s home or ran over a pedestrian? Not so far-fetched of a scenario since he already did something like that recently. Then everyone here would be finger-pointing at the PPD saying that the PPD was wrong in not properly addressing a known and obvious threat to public safety by not immediately arresting the guy and taking him into custody after this Stanley Blvd. incident.
@Sam, what you say is possible, but I trust the Pleasanton police to be waiting for him to exit so he can be taken into custody. I’d be shocked if they just completely left the scene. The fact that they had a bird up meant that they don’t consider him to be safe for the community.
The fact he tried to run someone over last year, was shot, and a yr later has not only the opportunity to do so again (still has access to a car and is free) and only by dumb luck didn’t kill someone tells me your way doesnt work grumpy.

I have seen so many ridiculous things over the years go on around that house with that family. They run the bail bonds company and leave their big trucks all over town. About a year ago I was driving on 680 south near crow canyon at midnight and very few cars were on the freeway. I was driving in the second lane from the right and realized there was a big pickup truck driving behind me with no headlights on. The driven drove right up on my bumper and then turned on his head lights as well as several bright lights on top of his truck. He drove up next to me and began flipping me off and yelling out the window. He then swerved in front of me. I called 911 and followed him from a safe distance. Ironically I followed him from San Ramon and we lived on the same street. I was following him down Santa Rita and when we got to our street he took off driving about 60 mph down Stanley. He turned quickly into his driveway and I continued on to my apartment. The next day I went by the house and asked to talk to the father. I told him that his son with the truck in the driveway was a complete asshole. That was the first time I called the cops on that prick. I called the cops on him again one day because his truck was parked in the middle of the day with all the lights on facing opposing traffic. Highbeams plus the huge aftermarket lights on top of his truck. The truck was on the wrong side of the road and dangerous to drivers. That family reminds me of Dog the Bounty Hunter’s family. Completely white trash and think they are above the law. Perfect for the bail bonds business. The mom is super fake looking if you know what i mean. Its normal to see four trucks parked around that house. D-bags galore. When all that went down the other day I figured they killed someone or were being raided for drugs. There were cops everywhere. The back window of the guy’s truck was shattered as well.
Scott Hagan is the owner of NorCal Bail Bonds. Maybe he can bail himself out. HAHAHAAHAHA

Of course the majority of comments are advocating the kind of paramilitary raids that have turned deadly time and time again in towns across the US in recent years. All this in the name of keeping this town “safe”? I applaud the Pleasanton PD for their levelheadedness and restraint in this situation. I’m not sure about the rumor trading, but if they are accurate then I have every confidence the Pleasanton police department will apprehend him if they haven’t already.
What I would like to know is where this guy is now. Surely the PD did not post someone at the house indefinitely to wait him out. Did he just get left alone to come out when he wants to? To pull another idiotic stunt like this again? The PD may have gotten a warrant to arrest him but it looks like they will have to find him first — or perhaps someone out there knows the final outcome. I agree that it’s a shame the rancher missed. This guy, the whole family, is trash and he needs to be locked up.
My 82 y/o Step Dad was hacked to death by a felon with a Rap Sheet listing convictions longer than his arm. He had been in and out of jail and his dad testified he should not be released from Napa State Hospital. He was anyway, where in a drug fueled rage, killed my Step Dad and another man in Mountain Gate (Redding) California. He’s back at Napa State Hospital. Go figure. All you have to do is look at Hagan’s picture and see he is possibly “troubled”. People get on this blog and say all kinds of things. But what they need to do is get together and let the City Manager, Police Chief, the City Council, The county D.A and other elected officials know they do not want this tolerated. The Laws are flawed and fail the law abiding citizen. Look at Kate Steinle. They favor the law breakers. The neighborhood should come together and raise “Holy Hell” with their Electeds, in fact the whole Community should demand change. Instead all will sit and watch because they do not want to be “Involved.” Then when something does happen, all are aghast and say “How could this possibly happen?” This is how it happens.

As a society at some point we need to cull out these types of individuals. In the natural order of things not everyone survives. The police should be shooting these people not leaving it up to the courts to put them back out on the street to endanger people. That farmer would have done everyone a big favor if he had walked over to the pickup and finished the job.

If you’re serious, then our community has a problem with latent vigilante intended criminals—or more likely people who dream of vigilantism but don’t have it within them to act, and are therefore safe enough. I hope it’s the latter—and I hope this problem is very small indeed.

Scott Hagan is still currently in custody with a $10,000.00 Bail.
Can you believe he is only being charged with misdemeanors! This is crazy anyone else would be charged with felonies and be locked up without bail. What is it with this guy?
Well, we let repeat felon murders go free.

As of this moment Scott Hagan is no longer in custody. Some idiot actually bailed this loser out of jail. We have felons running the streets and this career criminal free again.

Read these comments about how this loser is so reviled and then ask yourself what the comments would be if the PD had continued the pursuit and ended up shooting him. Oh no! They shot an “innocent” person! They shot someone who was “in crisis”! They killed that poor sweet man when they could have simply have used their words to talk him down!
Don’t believe this? Go back and read the comments after the PD shot that guy who broke into the car place, threw the floor jack, was not stopped with the taser and was on top of the officer beating his head into the ground. You can’t have it both ways. If you want the cops to protect you that means stopping the creeps like these guys. If either one came into my home I would feel no guilt about shooting them without any warning. What would you say if the cops did that? They have more rules than I do when protecting my own life and sometimes that doesn’t seem right.
