A long-anticipated redevelopment of Chevron’s former headquarters property is set for review by the San Ramon Planning Commission this week as the project makes its way through the formal application process.

Commissioners are set for a study session on the Orchards redevelopment project that is set to take the place of the former Chevron Park site at 6001 Bollinger Canyon Road, a prospect that has been discussed ever since Sunset Development’s reacquisition of the property in 2022 and is now beginning to solidify, with development applications having been deemed complete by the city.

While the project has been the subject of public study sessions in 2022 and 2023, the upcoming meeting is the first time it has been up for a public hearing by the Planning Commission since then, despite the project playing a major part in efforts to redevelop San Ramon’s Bishop Ranch property into a centralized downtown neighborhood.

Redevelopment of the site was also in mind with the preparation of the city’s General Plan update that was approved at the end of 2023, which included rezoning and redesignation of land use at the former Chevron Park site. Sunset submitted formal applications for the project last November, which were deemed complete by the city as of March.

The project has since been the subject of public meetings by the city’s Architectural Review Board, with environmental analysis currently underway. While Sunset had previously requested a General Plan amendment that would reduce the minimum floor-area ratio from 1.25 to 0.5 for the Downtown Mixed Use South zone in which the site is located, that proposal was rescinded on June 24.

The mixed-use Orchards project is set to consist of a total of 2,510 new housing units as well as retail, entertainment, and commercial offerings aimed at complimenting and expanding on those across the street at City Center. Although the mixed-use aspect has received a good portion of attention, the project is also set to consist of a lower density neighborhood of single-family homes and a multi-family district along with the mixed-use district.

The upcoming study session is set to be informational only, with no further action set to be taken at that point. It is aimed at providing Sunset with “the opportunity to share their projected vision,” as well as to discuss the completeness of amended project applications and the prospect of further amendments.

In other business, the commission is set to hold continued public hearings on a development agreement for the Eden Housing project and for the final Environmental Impact Report for the City Walk Master Plan.
