The Pleasanton Unified School District Board of Trustees is set to consider approving a nearly $70 million design plan to build new athletic facilities and a new auditorium at Foothill High School on Thursday night.
The proposal is one of the main projects that will be funded by the $395 million Measure I general obligation bond, which voters approved in 2022 for infrastructure improvement projects such as this one.
Dubbed the “Campus Renovation Project for Foothill High School”, the board approved the project as part of the district’s Measure I bond implementation plan, which served as an outline for the bond’s project list.
According to Thursday’s staff report, the board approved an agreement with CASA Studio on Nov. 9, 2023 to have the design firm develop documents needed for the first step in the design build process.
After that, the firm and the district’s Facilities Department met and solicited input from teachers, staff, students, community members and other stakeholders to get an idea of what their visions and goals were for the project.
“The bridging documents are the backbone and vision for the project, documenting the educational program, needs, desires and goals of the site,” according to the staff report.
Once that was done, the Facilities Department issued a request for qualifications (RFQ) this past April and after representatives from Foothill, business services, facilities and Van Pelt Construction Services vetted the 12 firms who responded to the RFQ, the list was narrowed down to three firms.
Those three firms then attended several meetings where they solicited input from stakeholders before submitting their design proposals and budgets and presenting those submissions to a selection committee.
Based on that selection committee’s scores — and the fact that one firm’s proposal went over budget — district staff are now recommending the board approve the design build agreement with Rodan Builders, Inc., a general contractor in Hayward.
According to the staff report, the design submitted by Rodan Builders, Inc. includes “a renovated large gymnasium designed to seat 1,100 attendees, a new weight room, new fitness room, new team rooms, new lockers, a new auditorium with 413 seats, a choir room, a band room and support spaces.”

The project would also renovate the existing practice gym and Building H (which houses art classrooms and the student center), would construct a new multi-use athletic field and would make improvements to landscaping.
According to the staff report, the total amount for the design build project is $69,959,143, which falls within the project’s budget that was established under the district’s Measure I implementation plan.
“The contract includes all design costs and construction costs, allowance for interim housing ($782,804), contingency for owner initiated/unforeseen conditions ($1,750,000) and a contractor contingency ($2,000,000),” according to the staff report.

In other business
The board will be voting on a slew of items related to transitional kindergarten (TK) expansion projects at Fairlands Elementary and Donlon Elementary School.
The first item is to approve a resolution that essentially allows the district to procure a new 24 x 40 modular building from American Modular Systems (AMS) and use that building to house the Kid’s Club program at Fairlands.
“The AMS modular is factory built and has a Pre-Check (PC) permit on file with the Division of the State Architect (DSA) allowing for a reduced construction duration,” according to the staff report.
The new modular building will “allow Kid’s Club to expand their enrollment,” as staff noted the program’s waitlist of over 100 students.
“With the expansion of TK at the school, the demand for before and after school care will only grow,” according to the staff report. “The anticipated additional gross revenue the expansion project will generate is approximately $528,000.00 per year.”
The contract that the board will vote on will be in the amount of $349,540, which will go toward purchasing the new building — the money will come from the Expanded Learning Opportunities Program (ELO-P) funding the district received from the state every year, according to the staff report.
As the district also gets set to construct new TK facilities at both Donlon and Fairlands, the board will also need to vote on separate contracts for both project inspection as well as materials testing and special inspection services.
In total, there will be four contracts that the board will vote to approve — two for each school — which all range from the lowest costing about $88,000 to the highest costing just under $122,000.
With the addition of new TK facilities at Donlon, the board will also vote on purchasing playground equipment so the district can install a new play environment at the elementary school.
The equipment — installation will be scheduled at a later date by a designated contractor — will cost the district roughly $215,000 but those funds will come from both Measure I and the $270 million Measure I1 that voters approved in 2016.
