The Dublin San Ramon Services District has announced the promotion of one of its longtime employees to permanent head of the district’s administrative services division following almost a year in the interim role and 18 years overall with the district.

Michelle Gallardo, who took the reins as interim administrative services director last year following the departure of Carol Atwood after more than seven years on the job, began serving in the role permanently as of March 3, according to a recent announcement from DSRSD.

“I am excited to serve the District and our community in this new role,” Gallardo said in the announcement. “The District’s Administrative Services Department is an excellent team of dedicated professionals in the fields of information systems, human resources, public affairs and workplace health, safety and emergency preparedness, and I look forward to continuing the great work we are doing to execute these important functions of the District’s administration.”

The administrative services division makes up a large portion of DSRSD’s internal support operations according to officials, which includes human resources and risk management, public affairs, information, safety and security, emergency preparedness, and legislative affairs.

These are areas that are already familiar to Gallardo. In addition to almost a year in the interim role, her 18-year tenure at DSRSD has included roles in the general manager’s office, human resources, and organizational services, including an 11-year stint as human resources and risk manager.

“Michelle’s deep understanding of DSRSD’s operations and industry knowledge make her an invaluable asset to our team,” DSRSD General Manager Jan Lee said in the district’s announcement. “I am confident that under her leadership, the Administrative Services Department will continue to help DSRSD thrive.”

Prior to coming to DSRSD in 2007, Gallardo held multiple human resources roles following her graduation from St. Mary’s College in Moraga with a bachelor’s degree in management and certificates in human resources, including at the Livermore-based Performant Financial Corporation. 

More recently, Gallardo served as special assistant to the general manager during Lee’s first year on the job starting in late 2023 after she was appointed to fill the shoes of former GM Dan McIntyre.
