The Pleasanton City Council is set to receive a presentation on PG&E’s service reliability during Tuesday night’s meeting.

A topic of interest for residents and businesses across the city, Mayor Karla Brown previously told the Weekly she had heard about residents throughout Pleasanton losing power more frequently during heat waves. 

Vice Mayor Julie Testa has also talked about similar concerns from many residents who experienced multiple long power outages, which is why both of her and Brown called on city staff to look into the issue with PG&E and find out if there are any structural weaknesses or other problems with the city’s power grid system.

Testa previously said there was a meeting scheduled between city staff and PG&E in August but after that there had not been any updates until Tuesday’s presentation announcement. There isn’t any additional information on what the presentation will entail because there is no report to go along with the item on Tuesday’s agenda.

The City Council meeting is scheduled to begin at 7 p.m. Tuesday (Oct. 15). The full agenda can be accessed here.

In other business

* City staff will be presenting an update on the implementation of the Economic Development Strategic Plan.

The council previously adopted an updated five-year plan in order to “recalibrate the city’s economic development policies, programs and strategies to proactively meet today’s market opportunities and challenges,” according to the staff report.

“The EDSP serves as a tactical roadmap for the City’s economic development activities, which make tangible progress in strengthening the City’s fiscal health,” the report further states. “This report provides a summary of tasks initiated or completed for the five implementation plan priorities identified in the EDSP for FY 2023/24 and identifies the progress toward implementation of these priorities in the current FY 2024/25.”

* The council will be reviewing several proposed draft amendments to various chapters of the Pleasanton Municipal Code regarding the Inclusionary Zoning Ordinance, as well as the objective design standards for Housing Element sites.

“In addition to updating the IZO with respect to the inclusionary rate, and target affordability levels, the amendments provide much greater specificity and increased objectivity related to design and development standards for inclusionary units, and also clarify and improve the procedures, findings and requirements for projects seeking approval of alternative means to comply with the IZO,” according to the staff report.

The council will be asked to review the draft revisions and provide input before staff brings them back for final adoption in November.

* As part of the council’s consent calendar, which are items considered routine in nature and typically approved by a single vote, the council will be voting to establish a 2.5% convenience surcharge for all credit card payments made to the city as a way to mitigate significant revenue loss.

“Over the years, the city has expanded the opportunity for its customers to pay for permits and services using credit cards,” according to the staff report. “These transactions require the City to pay fees to credit card companies, payment processors and the bank.”

If approved, the surcharge will go in effect on Jan.1.

At the same time, the council will be set to update the city’s indirect cost rate to 27.03%, which if approved, would go into effect on Nov.18.

“The resulting indirect cost rate can be applied to direct salaries and benefits that are charged directly to city funds, departments, and services for the purpose of recovering indirect services costs,” according to the staff report.

* The council is also set to approve resolutions of local support and authorize staff to submit three applications to the Alameda County Transportation Commission as part of the consent calendar. 

The applications will be for a total of $5,875,000 in funding to go toward the West Las Positas Boulevard multimodal reconstruction project, the Interstate 580 overcrossing bicycle and pedestrian improvements project and the Santa Rita Road at Valley Avenue Intersection Improvement project.

* Another consent calendar item the council will be looking to approve is a $186,624 professional services agreement with Pakpour Consulting Group, Inc. to continue construction of the near-term water improvements project after the previous construction company said it could not finish the project.

* The council will also look to adopt another consent calendar resolution that would accept nearly $43,000 in grant funding from the California State Library for the Pleasanton Public Library’s 2024-25 adult literacy services programming.
