The city of Pleasanton has elevated one of its longtime employees to director of human resources and labor relations, according to city officials, following the departure of former director Veronica Thomas who worked in Pleasanton for less than two years.

Starting Monday (April 8), Pleasanton’s new permanent director will be Xaviera Scoggins, who has been serving as the interim director since early March — when Thomas left Pleasanton. 

“I am thrilled to welcome Xaviera to Pleasanton’s executive team as the new director of human resources and labor relations,” City Manager Gerry Beaudin said in the press release. “Her extensive experience and dedication to fostering a positive and inclusive work environment here in Pleasanton will be instrumental in supporting our employees and advancing the city’s goals.”

According to Thomas’ LinkedIn, she started a new job as the human resource manager at Sutter Health last month. She had been working in Pleasanton since May 2022, joining the city after working for BART. At the time of publication, city officials had not responded to a request for comment about why Thomas left.

Scoggins has more than 25 years of experience in the human resources field with 19 of those years in Pleasanton. Most recently, she has been serving as the city’s human resources manager, according to the city’s press release

Before Pleasanton, Scoggins worked in the private sector doing human generalist work and had previously worked at the former Pleasanton-based PeopleSoft, which was a company that provided human resources management systems but was bought out by Oracle in 2004.

In her new role, Scoggins will continue to “modernize and streamline the city’s recruitment process, strengthen relationships with labor representatives and develop a near-term work plan to prioritize human resources department initiatives,” according to the city.

She serves as moderator and subcommittee member at the California Public Employers Labor Relations Association; she’s a board member at the Council of Self-Insured Public Agencies and the Local Agency Workers’ Compensation Excess Insurance; and has a bachelor’s degree in sociology from California State University, East Bay.

Scoggins will also extend her professional connections to the League of California Cities personnel and Employee Relations Department board and the Northern California City HR Directors Association, officials said.

“I am honored to have the opportunity to serve as the Director of Human Resources and Labor Relations for the City of Pleasanton,” Scoggins said in the city’s press release. “I am eager to collaborate with city leaders and employees to cultivate a workplace culture that prioritizes excellence, fairness, and respect for all.”
