The Livermore City Council is expected to review a presentation from the Airport Commission and approve resolutions related to storm damage repair and the forthcoming Arroyo Vista housing development at its next regular meeting Monday.
While the meeting agenda does not specify the topics to be included in the Airport Commission’s update, City Clerk Marie Weber said it will include a summary of different things. “All of our committees, commissions and boards provide updates to the council once a year on what they’re specifically working on,” Weber said.
The Airport Commission holds its own regular meetings once a month. Its next meeting is set for March 4.
In other business
The council is set to approve a number of resolutions as part of its consent calendar, which includes items that are considered routine and are typically approved by a single vote.
* The council is expected to adopt a resolution to accept the permanent maintenance for the 2023 storm damage repair debris removal project, and the release of security bonds for said project.Â
The 2023 Storm Damage Repair Debris Removal Project and Permanent Repair Project consisted primarily of repairing and stabilizing three locations; Arroyo Las Positas at Airway Boulevard Culvert, Springtown Golf Drive Drainage Channel, and LARPD Sycamore Grove Park Trail near Wetmore Road that were damaged during the 2022-23 winter storms, according to the city staff report.
The project was completed in accordance with the contract documents in a manner acceptable to the city engineer and can now be accepted for permanent maintenance. At time of award, the contractor provided a faithful performance bond guaranteeing completion of the project, and that bond must now be released.
*Also part of the consent calendar is approval of the final tract map for phase 1 of the Arroyo Vista housing development and authorizing execution of a subdivision improvement agreement for the project.
The Arroyo Vista project will consist of 435 residential units located on the east and west side of the Arroyo Seco Channel along Las Positas Road. The first phase of the tentative map consists of 86 single family homes and 109 townhome units on the west side.
The proposed subdivision improvement agreement will secure the construction of the public and private improvements.
Public improvements include public sewer, water, lighting, multi-use trail, pedestrian bridge, streets and sidewalks, buffered bike lanes, and new traffic signals at the intersection of Las Positas Road and Arroyo Vista as well as Las Positas Road and Contractors Street. Private improvements include private streets, sidewalks, storm drain, open space, bio-retention basins, and lighting, according to the city staff report.
*The council is also set to approve a resolution that establishes administrative guidelines for the deferral of parking in-lieu fees for downtown businesses.
“Paying the parking in-lieu fees prior to the business opening is challenging for new and young businesses due to the lingering economic effects of the Covid-19 pandemic as well as inflation and increased material and labor costs,” said city staff.
“Administrative Guidelines authorizing the Community Development Director to defer payment of parking in-lieu fees would help facilitate new businesses and visitor experiences in Downtown consistent with the Downtown Specific Plan goals,” they added.Â
