The Pleasanton Planning Commission will be reviewing and discussing two different appeals during Wednesday’s meeting; one in regards to a proposed rebranding of the 76 Gas Station and Circle K Market near downtown Pleasanton and the other regarding an application to construct a roughly 800-square-foot addition to an existing two-story residence.
Back in September 2025, Guy Houston — former state assemblymember and Dublin mayor — requested an assessment of a sign design review (SDR) application to allow for “the installation of new monument, wall, canopy, and pump signage as part of a gas station rebranding for a Shell gasoline station located at 4191 First Street.”
However, according to the May 13 staff report, because there is no approved master sign program, the requested signage changes required SDR approval. That application was later denied by the city’s zoning administrator on Feb. 25, which is what led to the applicant filing an appeal.
“The application is therefore before the Planning Commission for de novo consideration, whereby the Commission is tasked with evaluating the application afresh, as if the Zoning Administrator had never taken action,” according to the staff report. “The Planning Commission may uphold the denial or approve the SDR with or without modifications.”
Next up, the commission will be voting on another appeal made by a neighbor who does not want to see an application to construct an approximately 816-square-foot addition to an existing two-story residence on Liberty Drive move forward. According to the staff report, the appellant’s property is located just south of the project site.
“The proposed addition includes both single- and second-story components located along the west street-side elevation,” the staff report states.
According to the report, the city’s zoning administrator conducted a public hearing and approved the single-family design review application and staff is now recommending that the commission deny the appeal and affirm the application’s approval.
“Pursuant to the Pleasanton Municipal Code (PMC), additions exceeding 15 feet in height are subject to Single-Family Design Review approval,” according to staff. “As conditioned, staff finds that the project satisfies all applicable design review findings and development standards.”
