After multiple recent delays, the Pleasanton City Council is expected to decide in a special meeting tonight which Housing Element sites move forward to the next step, which is to conduct an environmental impact review (EIR) according to California Environmental Quality Act (CEQA). Sites not included in the EIR will be dropped from the list.

The proposed final inventory of sites suitable for future rezoning and residential development, in order for Pleasanton to meet the state-mandated Regional Housing Needs Allocation (RHNA) of 5,965 new units, was recently narrowed to 28 sites for inclusion in the environmental analysis.

Several more prominent sites on the inventory are tagged for high-density development including both Mission and Valley shopping plazas, Stoneridge Shopping Center, Stanford Health Care-Valley Care, SteelWave, and Tri-Valley Inn. Low to medium density sites listed include a property owned by Pleasanton Unified School District on Vineyard Avenue, as well as the Lester site.

Though adoption of the site inventory list is expected on Tuesday, staff said in a report that the council “has the ability and discretion to decide the final list of sites to include in the inventory,” and “could include more sites than strictly necessary to meet the RHNA” prior to adoption of the final Housing Element in early 2023.

The council’s special meeting is set to start at 6 p.m. Tuesday (Feb. 8).
