The public health officers of six Bay Area counties, including Alameda and Contra Costa, announced on Monday that they will be extending their shelter-in-place order through at least the end of May amid the novel coronavirus pandemic.
More specifics are due to be released later in the week, when the revised shelter order is issued. However, officials said Monday that the new order "will largely keep the current restrictions in place" but "will include limited easing of specific restrictions for a small number of lower-risk activities."
The existing COVID-19 shelter order had been set to expire this coming Sunday (May 3) in the six counties (Alameda, Contra Costa, Marin, San Francisco, San Mateo and Santa Clara), as well as the city of Berkeley, which has its own health division.
"Thanks to the collective effort and sacrifice of the 7 million residents across our jurisdictions, we have made substantial progress in slowing the spread of the novel coronavirus, ensuring our local hospitals are not overwhelmed with COVID-19 cases, and saving lives," the seven health officers said on Monday.
"At this stage of the pandemic, however, it is critical that our collective efforts continue so that we do not lose the progress we have achieved together," they added. "Hospitalizations have leveled, but more work is needed to safely re-open our communities. Prematurely lifting restrictions could easily lead to a large surge in cases."
The formal order extending the shelter-in-place is set to be adopted later in the week, although a specific day was not specified.
"The City of Dublin looks forward to hearing more about which restrictions might be eased within our community. We remain well prepared and will comply with all State and County Executive Orders," Dublin Mayor David Haubert told the Weekly.
"San Ramon will continue to provide as many services as we can to residents through the extended order. Over the past month, we have been able to enhance programs for our seniors and at-risk residents to help them through this pandemic," San Ramon City Manager Joe Gorton said.
"Soon, we will be launching a new program to help San Ramon businesses navigate various State and Federal assistance programs," Gorton added. "The residents of San Ramon have been strong throughout the pandemic, helping each other and offering assistance in many creative ways. Working together keeps our community strong."
In terms of confirmed cases, the COVID-19 impact in the Tri-Valley has been felt most among Pleasanton residents with 52 positive tests recorded by the Alameda County Public Health Department as of Monday evening.
Other confirmed results include 35 cases in Livermore, 35 cases for Santa Rita Jail, 34 cases in San Ramon, 24 cases in Dublin, 20 cases in Danville, 17 cases in Alamo and fewer than 10 cases in Sunol, according to officials in Alameda and Contra Costa counties.
Countywide, there were 1,498 confirmed cases and 52 deaths from COVID-19 in Alameda County and 820 confirmed cases and 25 deaths in Contra Costa County.
In explaining their decision to extend the shelter order by nearly one month, officials said the coronavirus pandemic "is still in its early stages," and smart, strategic planning is necessary in their eyes to ensure public safety when lifting restrictions.
"The virus spreads easily, testing capacity is limited and expanding slowly, and vaccine development is just beginning. We expect to be responding to COVID-19 in our communities for a long time," they said.
"As effective as our efforts have been, if we move too fast to ease restrictions, the potential of exponential spread could have grave impacts to health and wellness of our residents as well as the economy," they continued, adding:
"The Health Officers of these seven jurisdictions have been working closely together in leading a unified, regional approach, to protect the health and safety of our residents."
The Bay Area public health officials also said they plan to release "a set of broad indicators that will be used to track progress in preparedness and response to COVID-19, in alignment with the framework being used by the State of California."
"Future easing of restrictions requires that each jurisdiction and various sectors continue to rapidly build critical infrastructure and systems to respond to and control the spread of coronavirus infections and to ensure the health care system’s ability to meet demand," they said.

This action is to “slow” the spread of the virus, meaning it’s going to be around a lot longer now due to the enforced SIP, instead of letting it run its course like the flu and be done with it. Yes, shelter the elderly and those with compromised systems, not those of us who are healthy and need to go back to work! SIP is just as unhealthy as the virus (depression, sucides, etc.), and poverty kills too! Add in to all of this that now our healthcare workers are starting to be faced with pay cuts and layoffs... just doesn’t make sense!

County should have allowed people to apply for re-opening their businesses on a case-by-case basis. Small businesses also need to adapt. Some services can be provided online and some services can be automated. I predict this outbreak will accelerate automation within the business process. I expect we will see fully automated restaurants or even automated haircut coming soon.

This is outrageous. The lies that sheltering in place is doing good is false. It's a proven fact we, as humans, need to interact with the environment to strengthen our immune systems.
They told us they needed a few weeks to help the hospitals prepare. Well we did and now look at the mess we've created across the state and the nation. Hospitals have shut down entire floors, laid off Dr's and nurses and these idiots, that's what they are, plain and simple, think that staying home is actually helping?
Please, we need to have them listen to the real experts on the front lines of ER rooms across the country. Shutting down is and will do more harm to peoples health.

Instead of building herd immunity (which DOES exist and according to Stanford studies 1 in 3 of us already had it and did not even know) we sit here without jobs and watch the economy crumble.

It’s inevitable that everyone is going to get COVID at one point in time or another so the counties need to suck it up, put a plan in place, get people back to work and get medical centers equipped. I believe the population in California rode the Covid 19 wave way back in December and January. My husband was in the hospital with influenza B and on top of that he had pneumonia. The hospital at the time said this was a very busy flu year with a lot of pneumonia. My kids all had it and it was spreading around everywhere. There is absolutely no reason California should have ever been closed down. We have all been good little boys and girls. Our kids want to go out and play. Enough is enough. The whole 6ft social distancing is a joke the masks are a joke too. In the beginning of this plandemic masks were not necessary. Now for some strange reason bandannas will protect? NOT! I think Californias had enough if you have a cough wear a mask if you dont live your life. The sun is good for us, being sheltered is not. People who are compromised may stay home. I know our hospital has never been maxed out or have even seen any cases. My daughter has a girlfriend that works there and they have only seen one case this entire time. I think the dems missed the boat by about 5 months. So tell us what is really going on? And open California!!!

1) shelter in place was to spread out the timing of people getting the virus so as to not overwhelm hospitals with patients. It is not to avoid the virus spreading altogether.
2) There are less than 600 people hospitalized in the ENTIRE Bay Area. 300 of those are in Santa Clara County. Alameda County CV cases are mainly in Oakland and Hayward. Alameda County peaked at about 80 hospitalized.
3) the "authority" the public health officials are using to tell everyone to shelter in place actually apply to SICK individuals and places that are deemed to haves caused a sickness (like a building with Norovirus)

Doesn't look like an exponential rate of increase according to the graphs for the US shown on the "WorldoMeters" website ( Web Link ). The graphs showing the cumulative number of total cases and the cumulative number of total deaths due to coronavirus both look like they display growths which are more linear than exponential. In fact, it's rather apparent that that neither of the graphs show exponential growth because if the graphs are toggled to display their results on logarithmic scales, the data on both graphs show gradual roll-off behavior.

It seem like the goal posts keep moving. Initially the only goal was to flatten the curve. If the goal is no single death ever again - that won’t work. So what’s going to change in 2 weeks or 4 weeks or 12 weeks?
Also, I understand people genuinely wanting to ‘do good’ in their hearts, but what part of the constitution allows for this sort of lack of due process for shutting down healthy people’s freedom of movements, freedom to gather, people’s businesses, etc. just because the government said ‘we said so’? I don’t think the evolving benchmarks will stand up in court if they continue to evolve.

I am waiting for a judge to come along and place a hold on Gavin’s actions. Demonstrations are growing protesting the tyranny in this state. I've been saying for weeks that people will only SIP for so long and we are about at the breaking point. When enough people decide they have had enough the order will become unenforceable. According to the Alameda County COVID-19 dashboard there were only 12 new cases in the entire county yesterday. It is hard for healthy people to sit and watch their lives being ruined financially by a virus that over 99% of the people that get it will recover from. If you are of elevated risk, such as I, then you will need to make a choice of how you want to live. Personally I'll take my chances to a degree that I feel comfortable with. Like @Jake, I question the constitutionality of the order to SIP by the government. I think it will be tested in court shortly.

I'm not a lawyer, perhaps you are, but I still think there will be a challenge in court to how much they can do. There has to be a limit. If they told you to get into a bus or truck so they could take you to the Arizona desert to a COVID-19 safe zone would you go? I know I wouldn't! Since there will be another five weeks of this emergency state, perhaps it’s time for politically neutral independent auditors to look into which state, county, and municipal employees are not really needed in this new world of social distancing we will all be living in for the foreseeable future.
I bet things will open up quickly once that audit gets under way.

I have stated that people will only go so far with SIP before they rebel. You seem to think that we should blindly follow Gavin. Let me ask one question; How long at you willing to obey the SIP? 3 months? 6 months? A year? Or would you just follow however long he says?

I will follow what the experts say. As they learn more about the disease they will continue to make adjustments. We may be going back into stay-at-home later this year after a limited re-opening in the summer, if we get a second wave. Or not. I follow the rules as long as they're the rules.

Gavin will be glad to know that your lack of freedom has no limitations. He needs as many people that think like you as he can get because he is losing the people that he is ruining financially.

It is simply amazing to me that individuals have no concept of Federalism.
Trump declared a State of Emergency, which granted him near unilateral powers to "force" states to comply with whatever the federal gov deemed to be necessary.
As such, even though he had those powers, Trump DID NOT force a national mandate on the States, he only put out guidelines for which the States could follow or not. For example, the Governor of South Dakota, Kristi Noem, did not follow National recommendations to keep her citizens on lockdown.
There are those on these boards who often try to confuse the topic by making these silly accusations that Trump and Pence were acting like socialists. They weren't. They were following the AMERICAN SYSTEM OF FEDERALISM.
Learn about your Government and US history and don't listen to these revisionist fools.

A cynical person would answer this by saying: those States with the most draconian measures are those that have the most to lose from another four years of a Trump Presidency.
Namely, mostly if not all, Democrat-controlled States.
There will be calls for bail-outs of most of these States before the election. There will be calls to investigate the presidents response before the election.

You missed my point completely. Trump and Pence put out guidelines for the states that had criteria for opening. They didn't just suggest that states open everything up immediately, like people were saying here. They were in on the shelter-in-place thing. They weren't against it. They were for it. They were promoting shelter-in-place. It couldn't be some kind of crazy plot against them if they were promoting it themselves!

I'm not totally disagreeing with you.
They erred on the side of caution. Given the political climate and persecution he has been embroiled in since his election, I can't say really blame him for the options you expressed.
AND, all this does not absolve him of his responsibility in the widespread panic that both the Federal Government, and ESPECIALLY the States Governments in the Western US and particularly California, foisted on their populations.
The wearing of masks, for instance, was JUST implemented. Should it have been implemented 6 weeks ago? Most likely, H3LL YES!

If this had been the emergency that they have portrayed, they would not have kept airlines, subways, trains and other types of businesses open. Period.
I don't go out when I have a common cold. Common sense and decency dictate my behavior.
There was nothing common sensical about these lockdowns. Nothing.
