The Alameda County Planning Commission is set to vote next week to certify an environmental impact report and approve a vesting tentative tract map subdivision for the Arroyo Lago residential development project, which aims to build nearly 200 single-family homes in East Pleasanton.
As the leading agency with oversight on the proposed housing project — the site is located in unincorporated Pleasanton near the city limits — the county’s Planning Commission continued the item from its Sept. 15 commission meeting in order to allow county staff to work more with the the project applicant and an environmental consultant on addressing specifics regarding the proposal.
However, according to Monday’s Alameda County Planning Commission agenda report, staff still anticipate that Pleasanton will annex the project site as the developer continues to pursue the project both with the county and the city. That annexation would still need to be approved by the Alameda County Local Agency Formation Commission.
According to the city, there will be another community meeting on the East Pleasanton Policy Framework on Oct. 28 from 6-7:30 p.m. at the city’s Operations Services Center on Busch Road where city staff will introduce the policy framework to the public.
Members of the public will be asked to provide input during the open house format on “key issues for East Pleasanton, and ideas about future potential land uses (including both development and open space uses) in the Study Area”.
“Public input from this meeting will help to inform the policy options and analysis to be developed for future Council consideration,” the city stated in a newsletter.
The Arroyo Lago project and East Lakes Project — another housing development that could see up to 600 units depending on final designs — are the two main land-uses up for consideration at the city meeting.
The Pleasanton City Council will also be discussing and providing staff with direction on a pre-annexation and development agreement with the project applicant for the Arroyo Lago project, 330 Land Company, during its regular meeting on Tuesday (Oct. 21)
In August 2024, the Pleasanton City Council instructed city staff to look into what the pros and cons would be if the city annexed two properties in unincorporated East Pleasanton where developers are looking to build the new housing.
Both developments would be located in the East Pleasanton planning area, which is a 1,100-acre area located east of Valley Avenue and Busch Road, north of Stanley Boulevard and south of Arroyo Mocho. Both properties are owned by SteelWave LLC — a San Mateo-based real estate developer.
The Arroyo Lago project aims to develop 194 single-family homes and 49 accessory dwelling units.
The main difference between the county version of the project and the version being discussed at the city level is that the county version maintains the originally proposed 194 homes while the city’s version of the project proposes to build 189 single-family homes, according to the Pleasanton City Council agenda packet.
