Livermore’s city manager and city attorney are poised to see their pay increase by thousands of dollars starting mid-November, as the council considers revising their employment contracts Monday night.

If approved, City Manager Marianna Marysheva’s yearly income would jump from $344,796 to $370,656, effective the pay period beginning Nov. 18. Her proposed raise would be from a 2.5% cost-of-living adjustment and a 5% merit increase after her annual evaluation, according to the contract amendment.
At the same time, city attorney Jason Alcala’s annual salary would go from $307,580 per year to $315,269.
In addition to boosted wages, the city would also increase its deferred compensation contributions to Marysheva and Alcala. For Marysheva, the city would contribute $576 biweekly, instead of $366 biweekly. And contributions for Alcala would be raised from $1,115 per month to $592.00 biweekly.
These considerations follow the performance reviews conducted by the council during closed session at a regular meeting on Oct. 14.

In other business
* The council will also accept the city’s unaudited actuals for the 2023-24 fiscal year, as part of its routine consent calendar.
At the end of that fiscal year, the general fund is estimated to have a surplus of $15 million, according to the 2023-24 year-end budget report.
Councilmembers will consider rolling over $10.1 million of the surplus into city asset replacement and repair, the Livermore-Pleasanton Fire Department, general liability and workers compensation funds, and over $500,000 for over-budget expenses in fiscal year 2023-24.
The audited version of 2023-24 budget is expected by Dec. 31, 2024.
* The council is set to approve a $56,000 grant for a program to educate Alameda County ranchers about permanent conservation easements. The funds will also go towards helping landowners cover upfront appraisal costs.
* Livermore will be awarded the 2024 Beacon Spotlight Award for Sustainability Best Practices from the Institute for Local Government.
* Horizons Family Counseling and LVJUSD will receive the 2024 Helen Putnam Award for Excellence in Intergovernmental Collaboration by the League of California Cities.
* The council will also honor Tri-Valley Haven for Domestic Violence Awareness Month.
