The Livermore City Council finalized its approval this month of a 13-unit housing project proposed for construction on East Avenue.

The two-story rental development dubbed Abboud Townhomes is slated to replace a single-family house on the approximately 0.62-acre site at the southeast corner of East Avenue and Dolores Street. 

Of the rental units, one is set to be offered at 50% of the area median income.

The project also includes construction of one additional dwelling unit; reconstruction of the curb, gutter and sidewalk along the project frontages; undergrounding of all utilities and construction of a new shared driveway onto Dolores Street, according to an ordinance for adopting the project’s planned development.

The council finalized its approval of the project during the Jan. 12 regular meeting, wherein the council voted 5-0 to adopt the ordinance for the planned development upon its second reading.

Given the council’s endorsement, project applicant and owner Frank Abboud can apply for a building permit and begin construction upon its issuance — the process is anticipated to require six to seven months, city spokesperson Sonia Lee confirmed last Friday with Livermore Vine.

Previously, the ordinance was introduced to the council during their Nov. 24, 2025 meeting. At the time, they waived its first reading and approved other project entitlements for Abboud Townhomes.

During the Jan. 12 meeting, however, the council did not discuss the planned development ordinance, as it was part of the consent calendar — which is composed of items typically considered routine and passed with a single motion.
