Prior to its regularly scheduled meeting, the Pleasanton City Council will meet for a workshop Tuesday to review a report on the city’s framework for how it will prioritize projects over the next two fiscal years.

Following a staff presentation, the council will be asked to provide direction on four different project priority categories, according to the July 15 workshop agenda.

“This report provides a comprehensive overview of the project prioritization framework for the next two fiscal years (2025/26 and 2026/27), department core services and high-level project inventory to guide a City Council workshop discussion,” the staff report stated. “The workshop will include an overview of departmental responsibilities, core services, and resources, a review of prioritization criteria, and a City Council prioritization exercise.”

According to the report, staff identified 82 projects throughout the city for “potential advancement during the next two fiscal years.” The projects were sorted into four priority categories: must-do projects, committed priorities, strategic pipeline and deferred projects.

The current project prioritization inventory of 82 projects across all city departments does not count the 42 Capital Improvement Program projects which are already underway or have funding committed to them.

During the workshop, the council will review the project inventory organized by priority category, ask questions about the specifics of those projects and vote — using a dot voting methodology — on what projects they believe the city should prioritize moving forward during the next two years.

“This collaborative approach ensures transparency in decision-making and ensures staff are fully aware of City Council project priorities when making operational decisions,” according to the staff report. “The City Council may also choose to add projects during this exercise or let staff know if there is a desire to remove projects.”

Following the discussion, staff will develop a final report and list of refined project recommendations based on the council’s direction on Tuesday.

“This list will guide the finalization of departmental work plans in early August 2025,” according to the staff report. “Department work plans are developed by aligning City Council priorities, workshop direction, and available resources to ensure effective implementation.”
