The Dublin San Ramon Services District Board of Directors formally appointed familiar face Ed Duarte to serve as the board’s representative for the southwest region of San Ramon.

He was sworn in during the Oct. 7 board meeting. His appointment follows the early resignation of Division 2’s former director, Ann Marie Johnson.

Duarte, who previously served on the DSRSD Board of Directors from 2012 to 2020, will serve the remainder of Johnson’s term set to end in December 2026.

“I’m honored to return to the DSRSD board and appreciate the trust the board has placed in me,” Duarte said in an Oct. 10 DSRSD press release. “I’m excited to serve again and continue supporting the great work happening at DSRSD.”  

According to the press release, Johnson resigned in late August following her professional retirement — she was first elected to the board in 2018 and then again in 2022.

After her resignation, the DSRSD board met on Sept. 9 to decide what to do about the vacant position. 

DSRSD staff presented three options, including calling for a special election next year to fill the seat, conducting an application and interview process or appointing someone directly to fill the position.

According to the Sept. 9 meeting minutes, the directors voted to go with the third option because they agreed filling the seat by appointment would cost less than a special election. The board also agreed a special election next year would “significantly shorten the elected board member’s term ending in December 2026”.

During that meeting, DSRSD Board Vice President Richard Halket suggested Duarte as the appropriate appointment due to the fact that the former director currently lives in Division 2 and because Duarte is amenable to serving out the shorter term.

“The board members agreed it would be beneficial to fill the short-term vacancy with an experienced and knowledgeable appointee who could quickly reassimilate to the role and address key matters the board will consider during the remainder of the term,” the Sept. 9 minutes stated. “They reflected on Mr. Duarte’s prior service on the board and supported Vice President Halket’s proposal.”

According to the DSRSD press release, Duarte has lived in San Ramon since 1979 and worked as a general engineering contractor for more than 50 years before he retired in 2022. Prior to retirement, he also owned and operated a construction firm that specializes in public works projects.

Duarte is also a member of the San Ramon Chamber of Commerce and has previously served on the San Ramon Citizen’s Advisory Committee for Redevelopment and the San Ramon Valley Rotary Club.
