The decedent was 20-year-old Tracy resident Jonathan Welch, officials said.

The crash occurred just before 1:30 a.m. Aug. 26 when the driver lost control of his vehicle for unknown reasons on the I-580 westbound offramp to Isabel Avenue/Highway 84 in Livermore, CHP Officer Tyler Hahn said.

The vehicle went off the roadway and down the descending embankment facing an easterly direction before overturning and landing on its roof in the dirt and vegetation, according to Hahn.

“The driver — solo occupant — appeared to be unrestrained, causing them to be partially ejected causing fatal injuries,” Hahn said.

The primary cause of the solo-vehicle crash remains under investigation, but at this point officers do not think alcohol was a factor, according to Hahn.
