In regards to the actual story -
The un-sentenced inmates are never forced to work, it is strictly voluntary. Sentenced inmates receive a decrease in their sentence for "good time" and "work time." While sentenced inmates can be forced to work, this is not the practice at most facilities (including Santa Rita) as an unwilling worker would be more of a burden than a help. Most inmates volunteer to work as sitting in jail without a purpose sucks.
Claiming this is "forced labor" and "slavery" is flat ridiculous.
