Budget challenges set for PUSD public hearing tonight

The Pleasanton school board will discuss budget challenges and hear public comment on possible solutions and alternatives. The board will also discuss whether to present the initial bargaining proposal from the Association of Pleasanton Teachers (APT) and the district's initial proposal to the APT.

Glenn,

the wording in this article about opening negotiations seems very strange to me. In past years, there has been no sunshining of written proposals, just the topics of negotiation (which are delineated in the agenda items). There has never been any discussion that I'm aware of regarding "whether" to present those initial bargaining topics -- since the sunshining is a legal requirement.

Because these negotiations have a long history of being conducted from an interest-based rather than position-based approach (see Fisher and Ury's famous book, Getting to Yes) the sharing of initial written proposals would be very out of character, and potentially destructive to the process.

Do you have any information that suggests that initial proposals will be discussed?
