"Alcala said during the meeting that because Livermore's policy already reserves the flying of commemorative flags strictly for government speech and does not allow private groups to raise their own flags."

Perhaps Alcala is not aware that government is the people. We are the government. We fund the government with our taxes. Without us, there would be no government. So government speech is the speech of the taxpayers. I support gay rights 100 percent, but I do not think any government should be flying the flag of any specific group or cause. I sure as heck someone pushes back on this. Maybe an NRA flag, anti-guns, pro-choice, pro-life, Christian, Satan worshipping, thin blue line cop flag, defund the cops, NAMBLA. Livermore and every city and gov't entity would be wise to stay out of the virtue-signaling business and stick to running their cities/agencies.
