Can legal residents, but not US citizens, serve on a jury?

It came to my attention that a non-citizen (but legal resident) served on a jury in Contra Costa County recently. That sent me "googling" - when did this become allowed? I found that 5 years ago, Gov Brown vetoed such a proposal - so when did that change, or did it? This is mainly concerning to me because if it's not supposed to happen, then people that think they're being non-judgmental by ignoring the rules (i.e., not requiring proof of citizenship), may be putting someone who hopes to become a citizen at risk. I read that serving on a jury when not a citizen negatively affects a persons citizenship quest - like voting would. If a person is not supposed to serve on a jury, what does that mean about the verdict? I was told that the person who served was doing it out of a sense of duty, but hoped to get out of it, and when he asked the clerk regarding his status of legal residence/non-citizenship, she just told him it's okay, just fill out the "paper". Please note - I'm just looking for facts here - and not trying to make any sort of political statement. Seriously just wondering...

My husband has had a green card for decades. He gets called to jury duty several times a year (based on drivers license rolls they use). When filling out the form online or old paper version one of the first questions is "are you a U.S. citizen". When you say "No" it prompts you for green card number and then immediately says you are disqualified. Honestly he would love to be on a jury but according to the law as we understand it he is not qualified.
