Brown Act violations?: Why does Palo Alto Unified announce the potential candidate PUSD holds secret hiring sessions in closed sessions?

Why is it when other Districts have a candidate finalist for administrators for the Board of Education to approve or not approve for principals, the name of the finalist is announced prior to their hiring and also sent to the newspapers like the Mercury News and the Palo Alto Weekly Web Link and Web Link ? The PAUSD sent out the notice to the press on Friday when the board action is to happen this coming Tuesday.

Why are administrators now hired in secret in Pleasanton and finalist names are not announced until after they are approved by the Board?

And since Embarcadero Publishing owns both the Palo Alto Online publication and the Pleasanton Weekly, why has it not looked into the differences in approaches?
