If written by a Democrat, I'm sure it makes it easier to cover up public employee union donations while publicizing and/or limiting private sector donations. The sad thing is there are now more people on the take in California (public employee unions, illegals with handouts, natural born Americans on "da welfare" or some type of assitance) that this coalition can basically be out in the open about their support for Democrats and disdain for the taxpayor.
