Bill to ease firing teachers on sex related issues blocked

LA teacher charged with 23 counts of lewd acts on a child. LA district wants to terminate him, but the CTA union has made it a very lengthy and costly dismissal process, which is why teachers are rarely fired, regardless of reason.
State Sen Padilla, D-Pacoima, because of a sting of teacher abuse cases. crafted legislation to improve the discipline process for the worst. Sen Bill 1530 passed SENATE 33-4, with support of CA school boards and administrators ! Then it was off to ASSEMBLY committee which was heavily lobbied by union LOBBYISTS !! CTA against streamlining the process for related to sex, drugs, violence. The existing bill requires evidence of less than four years, and a panel including an administrative law judge and TWO TEACHERS on sex violence & drug cases. New bill 1530 would eliminate two TEACHERS on the termination panel,and allows related evidence over 4 years.
The bill is supported by boards and administratiors throughout CA
and with the huge SENATE VICTORY, it was expected to pass thru the
Assembly COMMITTEE. But, it was killed in committee by one vote... Eastbay DEM Assemblywoman JOAN BUCHANAN, voted against the bill that
would have made it easier to protect children. This legislative session has now ended. Ms Buchanan says she'll look at it later.
This legislature is now closed. The big 33-4 Senate victory was for nothing. Union member Buchanan would not vote to ease the process for these EXTREME cases. if she won't even vote to clean up these hard-core cases, she'll obviously never allow terminating really
LOUSY classroom teachers either. Union might not let her win next
election if she forgets for a second, just who runs this show !

Protect your own at any cost, regardless as to the crime they may have committed. Way to look out for the kids and consider their safety and needs first.

I hope this community remembers this vote on election day. Buchanan is the poster child politician whose purpose is to vote whatever the CTA wants, no matter how needed a law is. Buchanan would rather see sex offenders as teachers than protect our kids. Buchanan is also the "education" representative that would not even vote to support the oversight needed by the federal government for California to receive educational funding a couple of years ago. The unions wanted no oversight and their puppet Buchanan does whatever they say.

Joan Buchanan's NO vote killed it in the Assembly, after the Senate had so overwhelming passed it. She says she'll deal with the issue later....after how many other children suffer from these cases.

On Buchanan's website she lists three priorities: Education, Jobs and the Economy, and Government Reform. I guess she was not clear on wither her priority was to improve or hurt these issues. I guess if her intent was to hurt those issues, she is truthful in saying those are her priorities.

Until unions all over the region, state, and country can prove they can be trusted, we are going to see ugly results such as this. This blockage has permanently damaged my faith in anything the CTA does. We NEED to fire pedophile educators at every level. The CTA has yet to prove that this needed legislation will take away their rights. Money talks way, way too much on this urgent issue. Shame on CTA!

So the teacher hasn't yet been found guilty?! That really shouldn't have any bareing on whether he is to be kept on at all. And lengthy drawn out procedures to make sure some school administrator doesn't act in an arbitrary manner? Just a corrupt union ruse. Just like jury trials. Who needs them? If there accused, there guilty. Thats what my Daddy always told me.

How in good conscience can a legislator vote against a law that would remove sex and drug offenders from our schools. Clearly, political agendas, and support of teachers unions unduly influenced the vote of Buchannon. Shame on the CTA for opposing laws that protect our children from predation, and shame on the politician that voted the law down. She should be voted out, but frankly, I see little hope. We tend to elect and re-elect this kind of twit, and her ilk, with monotonous regularity.

It has been clear for some time that Joan Buchanan is a union puppet who does not put our kids' education first. Now we see that she also does not put our kids' safety first. She puts the UNION first. Here is the good news: in just a few months we can vote for Al Philips - a man of principle who WILL put education first.

A dear reader, my name is Al Phillips and I am running against Joan Buchanan in November. This bill was overwhelming supported by both parties. Why? Because it was the right thing to do! This bill provided due process to teachers and empowered local school boards to have flexibility to terminate a teacher after a horrific crime had taken place against a child, Really Joan? As a Legislator, we must strive to add creditability to a crumbling, deteriorating and under performing schools. We must do everything in our power to protect those that cannot protect themselves from predatory teachers.
One of the greatest violations of trust is when a teacher violates a child. But a bigger violation of trust, is when a Legislator protects the predatory teacher or fosters and environment for them to thieve. Vote for Al Phillips on November 6th to replace Joan Buchanan

Joan Buchanan has to go!!! We need legislators that will protect our kids and the community not the UNIONS!!!! This makes my stomach turn. The fact that Joan Buchanan who was on the school board for years would side with her union buddies over the safety of our precious innocent children is dispicable! She said she will deal with this later???? Really??? After the election perhaps?? After she gets her pay off?

It's clear that Joan would rather throw children to pedophiles than stand up to the UNIONS. If you care about children you must vote this woman out of office.

I for one am voting for Al Phillips. Anyone who does not protect our most vulnerable is EVIL.

I agree with Al Philips. The jury system is passe in this country. All accused should be treated as quilty until they drum up enough money to prove there innocence. What kind of country is this when a child's/parent's accusation isnt' treated as 100% evidence of guilt. Al and me are agreed. We shouldn't allow the accused to defend themself. Just fire him outright and let him rot. Just being union is bad enough! Thanks Al for your bravrey and courage on this issue.

This is what you get when you think that because a person (Buchanan) has worked "for schools" that she will always have the best interests of the schools and parents in mind. Same with our new supervisor, Candace Anderson. They are politicians first, and don't care a bit for the taxpayers or the communities, just the unions and the politics. Its disgusting.

No jury trial for these creeps. One single complaint and - BOOM - he's gone because we dont' want to waste taxpayer money defending these creeps.

Steve, the 'PROCESS' of hiring and firing teachers must be brought to 2012 standards. The easiest and most fair is NOT granting TENLURE so early. For me, about 6-8 years in, or better yet never....like all the rest of us in CA, Do something wrong, or be incompetent at your job, and you are gone ...clean out you desk and turn in your keys ! ! Employer decides whenever he wants. Well, PARENTs, school boards, and principals, are the employers.. How does a union fit in to fair hiring and firing !! I don't get that ! CA LAW is an 'at will' state...that is 'employer's will'. But in CA education, it is strictly 'union's will'., forget the kids.

That's our girl, Kathleen! Never saw a witchhunt she wasn't first to jump out and lead the parade. And most of us intellagent ones are lined up behnd her. Want any dirt spred on past superintendance or new assistence just call on Kathleen and she'll lead us to the promissed land and with vengeants against all the incompitant teachers. Thanks for being hear when it counts!!! Pay raizes only for the compitant teachers after they bust up the union and start out at minumum wage like the rest of us.

Kathleen, this stuff happens all the time and the CTA's only response is to protect their members at all cost, and then use their political muscle to coerce people like Joan Buchanan to vote against legislation that would help to remove the predators from their hunting grounds - the schools.

When our elected officials can't even do the right thing for our children then we have all failed. How did we get so screwed up that protecting teachers takes priority over protecting innocent children?

Arnold, despite fake Steve's fake assertions . . . I wouldn't say this happens all the time. It certainly happens far too often, even if it was only once. Sadly, predators go where there prey is--as we've seen from priests to coaches to scouting programs to neighbors and family members. I'm not against due process. However, removing anyone accused of these crimes from access to the innocent is necessary. I think even the accused, when innocent themselves, can understand why.

Looks like it's time for Joan to be shown the door, she obviously doesn't understand the same as the people in charge at Penn State didn't understand. As for the CTA, when people get sick enough of the antics they continue to pull, they will also be shown the door someday.

When will children's safety come first? How many more children must be victimized before we say enough is enough? How many more schools will follow the lead of Penn State? It looks like Joan really wants to protect predators rather than children. Until WE THE PEOPLE stand up and demand accountability, responsibility and integrity in office, we will keep getting the status quo. Its time to show legislators like Joan the door.

Joan Buchannan’s vote is only a symptom of the larger problem. The real issue is the control the California Teacher’s Association (CTA/Union) has over the school entire K-JC education system. Based on her vote, and I voted for in the last election, she won’t get my vote the next time. But the real issue is the CTA which probably strongly suggested she vote the way she did if she wanted her career to continue.

The CTA has a ton of money and they use those funds to pursue their own agenda that puts their members first and all else second. Just a few years ago I wouldn’t have made that claim but I’ve seen enough. Here is an article that supports my contention:

So Paterno and Penn Pres put reputation ahead of students and Joan B puts protection of union teacher's lewd acts ahead of students protection. Her last day vote is on the record, and now lousy legislature is not in session. How to fix? tsk, tsk, seems Joan's appendages might be caught in the wringer.

This is what we get from Government Schools when so many people accept bad ideas.

Government forces us to put our kids into the Schools' charge.

Government allows the Teachers' Collective to control policy and procedures due to the power of vote-buying and strike threats.

The Teachers' Collective protects its power against Government reasserting control of its Schools. It defends even pedophile members from Government's just due-process rather allow Government to assert its authority to protect our kids from them.

Rinse and repeat.

And we can't understand why "the system" is scewed up?

The answer, as usual, is FREEDOM. Denationalize Government Schools and return control to the customers -- us -- the parents of our kids!

You like how Government runs its schools? Just wait 'til you see how Government Medicine works! (Or, more accurate, won't work.)

Newspaper Reader's initial post is unclear. It is unclear about the law and unclear about what exactly it is meant to remedy.

It is amazing to me that so many would comment with a position on this without havng any facts or knowledge at their disposal. Newspaper Reader, for example, offers his vague and poorly worded post because he wants an excuse, any excuse, to spew hatred toward those he doesn't like. Teachers seem to have him extremely aggitated. I can see why. They appear to have done a poor job with him, based upon his unstable grammar and inability to articulate a clear thought beyond that of conveying a hatred.

Kathleen Reugsegger reads Newspaper Reader's pap as a call to arms and, by so doing, acts like the old village hag who wants so desperately to find attractive young women to castigate as witches. In this case, it is teachers.

The posters here could use some therapy, combined with a dose of humanity.

Randy, You have to read my posts. I am totally against the troll(s) who posts regularly under multiple names. I'm not, however, against teachers. And I would want proper justice, preferably swift (this does not me a rushed judgment), for anyone who harms innocents.

To be fair, Randy, I've never known Staceleen to speak out against teachers. Sure, she'll relentlessly attack them from all sides--their salaries, pensions, place in society, benefits, schedules, right to free speech, and unions; she'll obstruct their funding and indirectly slander them, but she's been careful not to actually come out and directly say that she's against them.

As for posting under multiple names, well, I think we've all already made up our minds about the veracity of that claim.

I think Randy Crane's comments are interesting. And I agree with most of them. Kathleen R's response I think only confirm's RC's points. She puts her opposition to trolls on the same moral plane as teachers being accused of sexual misconduct and to extant rules and regulations that already are in place that deal with such accusations. She clearly seems to be a bit out of touch with reality, unable to proportionalize people's comments.

Nurse Shark, I don't think you help matters any by goading Kathleen or Stacey or whomever she claims herself to be. Her inconsistencies and hypocritical statements show a lack of personal stability, and your jabs only serve to perpetuate the unhappy state she is in.
