Tulancingo Sister City exchange program looking for teens

I would not send my teen... Mexico has become the world's No. 1 country for kidnappings with more than 8,000 abductions reported every year. The figure, however, does not include the so-called "express" kidnappings which started in Mexico City and has spread all over the country. If you count that, it would be around 20,0000. It's not just bad guys involved in these crimes, it's the Mexican military/police as well and those police that try to fight crime are often murdered.

Recently, a Mexican police commander investigating the reported shooting of an American jet skier has been decapitated. Drug cartels have used beheading in the past to terrorize the public and intimidate Mexican law enforcers. Decapitated Officer, Mr Flores was part of a group investigating the disappearance of US tourist David Hartley on September 30 2010. As of January 27 it's been reported that another beheading occurred. Now an ENTIRE cities police force of 38 police officers has quit following a series of drug cartel attacks.

First Tulancingo is not some town that is protected from these crimes... It's less than a days drive from Monterrey, Mexico and only 1 hr and 40 minutes from Mexico City which tops the worlds kidnapping rate. It's like driving from Pleasanton to Sacramento and running into Somali pirates on the way.

Think twice about sending your kids into this mess. Better yet, it's time that Pleasanton think about partnering with other countries with less danger and corruption.

And how many times have you been to Mexican in your lifetime? Or out of the country for that matter? If you have been there, it may not be as bad as you perceive.

It is not as bad as people perceive but if you are caucasian you are greater target. They see caucasians as people with money so those are the people that may get abducted and held for ransom. I just got back from Guadalajarra Mexico and I did not witness any sort of crime. I'm not saying it doesn't happen but violence/crime takes place everywhere even here in the Pleasanton.

I live in Tulancingo and I feel very safe overall, except for the stupid drivers, if you have 250 pesos @ UScy 11.00 you get a driver license, you don't even need to know how to drive because no test is required, and there is not traffic education programs. The current Mayor of Tulancingo is Mr. Jorge Marquez member of the PRI, he won his job by only 450 votes and lots of tricks such as exchanging votes for franchises like the one given to an uneducated kind of maffia guy whose last name is Cazares, This man offered over 1000 votes in exchange for control of the city streets where ambulant vendors just pay a fee every month to this man and he will allow you to set up shop on the city streets, Yes! right on the river where the cars go by. They pay no taxes and enjoy the protection from the police and the municipality because of the agreement made with City Hall. Mr Cazares owns the stands where they sell fake dvds movies, music and so on violating copyrights with the protection of the authorities. Now I will tell you a beauty of a deal.
Former Governor of Hidalgo Mr. Osorio Chong together with Mayor Marquez got control of about 100 Hectareas (@ 250 acres) on the outskirts of Tulancingo. So these two gentlemen, decided to move city hall to that area and have borrowed 60 million pesos for it's construction (the bid is inflated) they will steal some of this money, with public funds they plan to build an 8 lane boulevard to make easy access and behind city hall they will develop two big sub-divisions where Osorio and Marquez are partners, they are already millioniers (In US Dollars) and they are so greedy that they want more.
If I was a Pleasanton resident, I would ask to cancel the sister city program because it is a shame to be associated with such dirty individuals. What I have mention before is fact! And is just the tip of the Iceberg.

Dangerous place Mexico ...all over even resorts like Acapulco can't stop the rape, murder and kidnaping. Certinally safer places for schools to send exchange students. Parents would have to be pretty clueless to let their children go there.
