Pastoral fields just outside Livermore could sprout the Tri-Valley’s first legal marijuana farm, should officials approve plans to build a greenhouse and cultivation facilities on a 98-acre property in unincorporated Alameda County.

According to public records from Alameda County, Oasis Venture is seeking to construct a 32,000-square-foot greenhouse at 7033 Morgan Territory Road, about six miles outside downtown Livermore and several miles north of Las Positas College, with approximately 22,000 square feet of cannabis canopy, a 5,040-square-foot processing building with rooms for drying, trimming, storage, maintenance and office space, and 26 parking spaces. There is also a private residence on site currently occupied by long-time Livermore resident and Oasis founder Chuk Campos.

No retail sales or production of concentrates or extracts would be allowed at the site, which would be limited to growing and processing cannabis plants. Campos said so far 22 people are slated to work at the site but, according to county records, that number could grow to 30.

Documents state that if the project is approved, Oasis would be required to install video surveillance, motion-sensor lights, an 8-foot-high fence around the cultivation site, and have at least one security guard present at all times.

The company would also use “highly efficient electronic air purification systems” that reduce bacterial and microbial contaminants to mitigate odors. An on-site septic system with a 5,000-gallon sludge tank would also be added, and sludge would be hauled off-site each week.

Oasis applied for a cannabis cultivation permit in 2017 but was rejected by the Alameda County Community Development Agency. Complaints about potential odors and other concerns from neighbors had slowed the project down but Campos told the Weekly that “it’s never really stopped at all.”

“The county’s done a fine job pulling this forward but sometimes the conservative approach makes some of us involved impatient but we understand,” Campos said. “It feels like nothing’s happening but everything takes time.”

The company has raised eyebrows before among locals but made headlines more recently when Campos’ business partner Andrey Kukushkin was indicted in October on federal charges of conspiring to disguise contributions of $10,000 each to two candidates running for Nevada state office from an unnamed Russian businessman who sought to obtain licenses from cannabis businesses. Federal law prohibits campaign donations from foreign nationals. Kukushkin is still involved with the project, at least for the moment.

“I really don’t want to comment about him but he has not been found guilty of any crime at this point so, yes, he is still involved,” Campos said. “Should he be found guilty, he’s pledged to remove himself from the project.”

Campos said that groundbreaking could start later this spring and take four to five months to complete, if county officials greenlight the plan.

Residents have until Jan. 24 to weigh in on the project’s the environmental impact report, which is available on the county website.   5. Does it matter? I have tried, don’t smoke it currently, as I don’t like anything on my lungs. I drink some wine on Fridays and Saturdays, and the very occasional edible used as a sleep aide. I agree on DUI, but I very much disagree on people that bash marijuana, and yet drink alcohol. It is, to me, flat out hypocrisy.

Is this the legacy we want for our generations now and those to come? Has our liberals in this state given up and given in to dollars?   7. People under the influence of alcohol are generally way more aggressive than those smoking mary j. If your against pot that you should be ten times against alcohol. If you drink alcohol than you should probably not comment on pot users because they are by far more dangerous even behind the wheel. Now let’s talk about those on the road who are neither on alcohol or pot but simply dont have the skills to be a safe driver. These people also endanger us on the road. One a daily basis I have to avoid accidents from careless clueless. Skillless drivers. If you dont know what a gore point or line is you should not have a drivers license……after all they were created for people who dont have tje skill or judgement to merge safely. I thi k the fact we felt like we needed these to help these poor drivers proves my point.

  8. My in-laws live in Jacksonville Oregon, just West of Medford. Marijuana fields surround the town (along with some good wineries) and the town stinks if the wind is just right. I liken it to living in Milpitas when the wind blows over the dumps and the smell wafts over the entire city. Ugh.

    Only our California legislature, made up of primarily Democrats, can screw up a revenue gold mine like marijuana sales. It kinda reminds me when Grey Davis screwed up the energy situation by “privatizing” delivery services. Wasn’t even close to privatizing anything.

Marijuana has cured many diseases, anxiety, opioid addiction, mental illness , cancer etc. I’m no doctor but skeletal and joints as we age suffer from arthritis, bursitis, inflammation, and the top factor stress. Everyone is getting the flower from somewhere, and as stated in the plans this isn’t a dispensary, it’s basically a plant that manufactures strains that are in demand . Livermore is a perfect community for this . Why not agriculture is on just about every acre in our City. It’s no different then growing grapes l I don’t see any grapes being grown for jelly, or grape juice , we use it to attract the wine consumer and nobody asks the community how we feel about fermenting and producing wine from 60 wineries just in Livermore. This next generation is not wake and bakers” this opportunity could be a lifetime career for our college students that are interested in agriculture, science, and or a cure for disease we face every day. 30 jobs or more is much needed , as the average family is commuting to the Silicon Valley or further. We really need to focus on the millions this idea could produce . And stop building more homes . Hey Campos you need a partner ?

  10. I’ve indulged — regularly — for over 50 years. Don’t care for wine, beer, hard stuff. Find it relaxing, a social lubricant and except when I smoke when I have a cold, harmless — so far. This farm will be up in the hills and if they follow through, will be guarded 24-7, will have fences. There are virtually no houses up there, but even if there were, the smell, I find, is pleasant. It is LEGAL. NIMBYs should chill; this creates jobs, extends our agricultural heritage, complements our wine culture in the valley — and many people like it. So there.

  13. Lots of crime associated with alcohol. Drunks usually get violent and aggressive stoners usually dont. The chances of you getting assaulted by a drunk is way higher than for stoners. Also crime exists everywhere for everything. Let’s get rid of banks , liquor stores, cars, cash, jewelry, homes [no more home invasions] etc etc etc. I have a better idea how about we get rid of sanctuary cities and people and politicians who support them and eliminate some crimes. Hmmmmm then we dont have to spend our money and time criminalizing Americans law abiding behavior.

  17. @ Dan – you do know there are more ways to use marijuana than smoking it, right? Many people use edibles and oils to relieve pain, help with insomnia, arthritis, and other chronic illnesses where traditional pharmaceuticals have failed or become dangerously addictive.

    Now that the laws are changing, actual peer reviewed studies are being conducted to prove the efficacy of marijuana for helping in many disease states.

    Forty-three states of the fifty have a DRAM Law, for Alcohol, which allows bartenders, saloon owners be liable when one of their patrons over indulge due to continued serving from bartender.

    California in one of those states of the fifty that has no real DRAM Law which prohibits bartender, saloon owner from being liable. Why, democratic majority rescinded the original California DRAM Law.

Let’s end the debate between alcohol and weed, and make all of you happy that march out to your backyards and smoke your dope (those who always have and those who couldn’t wait to have it legal), as your kids look out the window- let’s legalize heroin, meth, acid, and cocaine. Let’s do that and then all the Democrats who are Mayors, City Managers, and Chiefs Of Police can all rave how crime statistics have greatly fallen, because it’s all legal. The socialist District Attorney in San Francisco is on the move to do just that in their city. After all, perhaps that is why most of you are not upset that our southern border is unprotected. This way you get all your opioids, and other drugs entering on a regular bases. Look at the statistics in Colorado and the rise of psychosis among youth taken to the emergency room.

    I am going to do everything in my power to still be here on earth in 10 years to read about the failed ideology of the left that invested their time and money in the rights of dope users. Society is becoming dumb down as they look out through their glassy red eyes from a blank stare.
