D.L. Howard was selected as president after serving as vice president, and Richard Halket was selected as vice president at the Dec. 16 public meeting. Howard succeeded Edward Duarte.

The water and wastewater retailer's board also settled annual appointments for its water, finance and external affairs committees, as well as appointments to regional water boards.
