More low-income Californians will now have the opportunity to purchase affordable automobile insurance.

Senate Bill 1273, sponsored by Insurance Commissioner Dave Jones, expands and enhances California’s Low-Cost Automobile Insurance Program (CLCA) to include non-citizen individuals who qualify for California drivers’ licenses next year.

According to Jones, the new law makes necessary reforms and enhancements to the CLCA to ensure that all of California’s low-income drivers have access to affordable auto insurance options. These reforms and enhancements will increase overall participation in the program.

“This bipartisan bill was the single most important action that the Legislature took this year to reduce the estimated three million uninsured vehicles on California’s roadways,” Jones said.

“The signing of this bill will allow a substantial number of individuals to be eligible for a low-cost insurance option that would otherwise be unavailable,” he added. “By reducing the number of uninsured drivers, this law will help protect all California motorists. I’d like to sincerely thank Senator Lara for partnering with me and for his tireless efforts to help newly licensed drivers.”

SB 1273 increases compliance with the state’s mandatory auto insurance law in two broad ways. The bill modifies and reforms eligibility requirements for CLCA, which has helped more than 70,000 low-income individuals purchase affordable automobile insurance since the program’s inception in 2000.

The bill also recognizes the DMV-estimated 1.4 million non-citizen individuals who will receive drivers’ licenses pursuant to the governor’s signing of AB 60 in 2013.

An unknown but likely substantial percentage of these licensees would meet all eligibility criteria of CLCA, except for the requirement of three years of documented driving experience. This bill allows those individuals to qualify for the actuarially sound program, which is backed by insurance rates required to cover the appropriate cost of the risk pool.

The new law will go into effect Jan. 1.

  1. Wow, really, the first to comment on this? Is everyone too PC and afraid to comment?

    First, it is inconceivable that this state and much more importantly, the leadership of this country, both the left and right, has allowed the USA to be invaded by illegal immigrants from all parts of the world. Which, we immediately offer welfare, medical and schooling to, for free.

    No waiting in line like the hundreds of thousands who have played by the rules and whom many are sent home, once their work visas expire and/or whom had a job and lost it and our government sent them back to their original country. Yet, they allow, and currently this state and our government, are actually inviting illegal immigrants to come here enmass.

    Second, for years, our CA DMV has rammed down our throats what a privilege it was to get a license and drive in the state of CA. A PRIVILEGE. Not a right, a PRIVILEGE. Get a ticket, correct it, or your PRIVILEGE is revoked. Get a few tickets and it’s up to the DMV to determine your PRIVILEGE. We pay extorted registration fees, license fees, many other fees and inflated insurance for the PRIVILEGE to drive in CA. Now the state is giving away an estimated (a very low one at that) 1.7 million licenses to ILLEGAL immigrants and our insurance commissioner is allowing ILLEGAL immigrants to purchase affordable (read subsidized by real, true paying taxpayers) insurance. ILLEGAL being the key word. What does our state and federal government not understand about the word illegal? Do they not know the definition?

    A state or country that allows itself to be invaded, by closing its eyes and burying its head in the ground, deserves the inevitable consequences to happen just over the horizon.

  2. Soundsgood to me, Until we can get immigration through a divided and on vacation congress, we appreciate that California has taken action to at least have insurance available to more drivers. ii

  3. I still am dumbfounded by the fact that illegal immigrants (key work ILLEGAL) will be able to obtain driver’s licenses and insurance. Aren’t they here illegally? Aren’t they breaking the law by being here?

    Once again, tax dollars will go to subsidize the issuing of licenses and insurance. I understand that as a society we take care of our own. We should fund certain programs that help the greater good and the less fortunate. I however, do not like that it helps support those who do not pay into the system.

    So frustrating.

  4. It’s too bad when our government becomes the government of ILLEGAL people and NOT the government of those of us who vote and pay taxes. This country is no longer a democarcy but one filled with special interests and judges with WAY too much power.

    I feel a bit split on this one. On the one hand, I do think that the government needs to take a tougher stand on illegal immigration. On the other hand, if I’m driving and am hit by a driver who is an illegal immigrant, I sure want him or her to have insurance.

If you are driving and an ILLEGAL immigrant driver hits you; 1) the State and the Federal governments should both pay for your losses, being as they are the ones not enforcing our laws and upholding their oaths to office. 2) The ILLEGAL immigrant should be detained and deported back to their home country.
