Sheriff's deputies find Santa Rita escapee riding bike in Dublin

'He ran but he got caught,' dispatcher says

A seven-hour search came to an end Monday night when Alameda County sheriff's deputies detained an inmate who had escaped from the Santa Rita Jail in Dublin Monday afternoon, a sheriff's dispatcher said.

Jose Luis Franco, 57, was found riding a bike in Dublin at around 9:30 p.m. and was taken back to jail without incident, the dispatcher said.

"He ran but he got caught," the dispatcher said.

Franco was returning from court Monday afternoon when he "somehow was able to breach the wall of the jail," sheriff's spokesman Sgt. J.D. Nelson said.

He said someone contacted the sheriff's office around 2 p.m. to report seeing a man in jail clothing leaving jail grounds.

Franco, who was in jail for burglary charges out of Oakland, was reported missing at around 2 p.m.

Bay City News contributed to this report.

This harks back a few years to the time before the new jail was built. The old jail (WWII barracks with barbed wire around it) was located approximately where the Ufert Center is on Dublin Blvd (somewhere in that vicinity). The escapees were not hard to spot. Either they still had their jail clothing on or were shirtless. They usually headed to Santa Rita overpass at I580 to find a phone to call for someone to pick them up. Or were seen hitchhiking at the on-ramp westbound. If I recall correctly, an escape averaged at least one per week. The cops usually caught them right away if they were reported missing soon after slipping through wire. The jail was a big joke and finally the county spent the money to fix it.
