Two regional planning agencies will hold a public meeting Wednesday in Dublin to seek comments on a blueprint-in-the-making for expanding transportation and housing in a sustainable way over the next 25 years.

The Dublin meeting, to be held at 5:45 p.m. in the city’s Civic Center on Dublin Boulevard, will cover planning considerations for all of Alameda County.

Sponsored by the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG), the Dublin meeting is similar to those being held throughout the nine-county Bay Area that the two agencies represent.

They are a continuation of the dialogue on “Plan Bay Area” held last year. Planners have prepared several scenarios for what the Bay Area could look like in 2040 and are seeking the public’s help in selecting desired features among the alternative choices and in prioritizing transportation investments.

At the meetings, participants will rotate among a series of stations where they will have a chance to view informational videos, vote on potential transportation investments, select preferred strategies for reducing driving and greenhouse gas emissions and use an “Urban Vision” tool that shows visually how various future development scenarios might appear in their respective counties.

Other county meetings will be held throughout the month in Contra Costa, San Francisco, Sonoma, San Mateo, Marin, Santa Clara, Napa and Solano counties.

  1. The One Bay Area Plan is designed to take away private property rights. MTC and ABAG are seeking approval from the public to spend $200 billion dollars of transportation funds on high density stack and pack housing next to mass transit. Mass transit is hopelessly underutilized and therefore must be subsidized. Less than 3% of the population currently uses it. MTC says that dense housing is necessary and will reduce GHG (Green House Gas) emissions, but what they don’t tell you is that ALL of the developers will get GHG waivers. They will not have to perform any GHG calculations whatsoever.

    You have to ask yourself why a regional transportation authority is responsible for telling us how and where we should live?

    The regional plan will transform all nine Bay Area counties into high density (4 to 6 story) stack and packs with retail and business space below without the vote of the public. This plan calls for shrinking the UGB (Urban Growth Boundary) so that only property owners within this arbitrary boundary can build on their properties. If you have property outside of this boundary you will not be able to build on your property. This plan also calls for rezoning much of the properties within the URBAN growth boundary to mixed multi-use. This will severely impact current property owners. If you currently own a property (industrial, residential, etc) and this property is near mass transit or future planned mass transit your property will be rezoned to mixed multi-use. If you try to sell or change/improve your property you must bring it into conformance with the new zoning. This will cost you tons of money. MTC is also advocating for rezoning of private property to what they call “Open Space”. This is the conversion of someones’ private property from usable to restricted. This is done without any compensation to the current owner. This amounts to an administrative taking. All of this is being done without a vote from the public.

    This total transformation is being planned by regional planners and stakeholders behind closed doors. MTC is only holding ONE public workshop per County and they are capping the participation at 100 people per meeting! That means roughly 900 people will be deciding the future and fate for over 7.5 million people in the Bay Area.

    Unbelievable. Don’t be fooled by Sustainable Development. It has nothing to do with the environment. It’s all about the $$$$$$$
    $200 Billion dollars is all these people need to sell you and your family’s future out.

  2. The people of the Bay Area need to wake up and stand up. These meetings are a big hoax. The plan is already created and they will get you in a room to play make believe games with vague surveys that will lead you to answer the questions exactly as they want you to do. When you say I want clean water and air the plan will come back taking you off the rural land (to reduce your travel) put you inside a smart growth boundary and restrict water usage (in order to make sure there is water left for the people a 100 years from now……….and water NEVER disappears people….so how do they justify a water shortage) And then when you complain about the draconian laws, regulations and restrictions they will say “Well you wanted clear water and clean air” Call them out. Wait until you try to ask a question or for clarification. They will tell you they don’t have time to answer your questions. Oh but the shills will try to shut you up. The audience is padded with shills, paid people to support this farce. Find out who they are and expose them. The fact that the CA Supreme Court is shutting down 400 redevelopment agencies in CA should be enough to let you know there are big problems with the government in DC and in CA. FIGHT FOR YOUR VERY LIFE because if they move forward and you don’t kick ICLEI out of every city and county in CA….then rip out their policies you will eventually find you are living in a gulag and no longer free. Your neighbors will spy on you and get special favors for turning you in. Remember many of Jews in Germany stayed behind when others fled because they did not believe it could happen. If you think this can not happen in America THINK AGAIN. With the President we have in the White House you should be VERY afraid. CA needs to come back to reality. You have been led by the progressives in your state for so long you know longer are free and you just haven’t realized it but one day you will and it will be too late.

  3. I find this whole process very deceptive and controlling. The article above says that “they” have prepared scenarios for us to select from. Who the heck are they to plan our future and why are we just now finding out about the planned options? Do we not get a say in creating those options? I do not like my choices being limited by a transportation organization that has a vested interest in the outcome (MONEY!!!!). These people are not even elected so there is no recourse if the people living here do not agree with their plan options!

    AND what about parents with children? I cannot see getting to childcare, school, sports, grocery stores AND work using public transit or a bicycle. I do not want it to be harder to drive, I want it to be easier to drive my car. The way they have this planned is they will get rid of parking near the places we need to go to live our lives. We moved away from the city for a reason. We wanted yards, easy access to activities for our kids and a nice life.

    This is not how our government is designed to run. Central planning of the future removes the natural forces that allow society to develop as is best at any given time. I am sure the planners cannot foresee every eventuality and they will be spending a lot of money on their plans that may end up unused. Look at the track record of planned communities and transit villages; many do not end up being used. The buildings stand empty and the small local business that were once there shut down for lack of business. They end up looking nothing like the pretty pictures they show us.

They are giving participants the illusion that they are providing important public feedback when in reality they are being herded like sheep to the vision that the MTC and ABAG have for the future of the Bay Area. It is happening right now in Pleasanton. We are being forced to rezone several areas to “multi-use high density residential” zones. Do you want Pleasanton to look like Dublin? Wake up!   6. Building “dense housing” to increase use of mass transit is shortsighted. People don’t enjoy being in densely populated areas, and don’t use densely populated space in public-spirited ways. Ask yourselves, “Do I WANT to live in Brooklyn?” (And if the answer is yes, maybe you should move there.)

  7. The money pit is VERY deep and hard to stop. Citizens must show up at meetings and be heard. Jay is right. Property rights are in jeopardy. MTC & ABAG are controlling the future of our cities. They are taking our cities from the people. The input received by citizens has fallen on deaf ears (and that is part of the plan, also). Our county supervisors and city officials believe what they hear from the One Bay Area group. The One Bay Area people have very successfully silenced the citizens. Information passed on to the county supervisors does NOT reflect the wish of the people. It is slanted and inaccurate at best.

    We need to come together and save our cities!

  8. We shouldn’t have these agencies planning our environment and regulating the way we live. I want to live where I want to. I don’t want to have to live near poor people/criminals and affirmative action types who want everything for free at my expense. I want to drive drunk if I want to. I’d rather my kids die sucking fumes from private polluters than submit to the tyranny of the regulatory state. Government keep your mitts off the chemicals in my kids’ toys and cereals. They are the chemicals of liberty. Government quit planning highways and traffic signals that make me late for work. We’d be better off without city “planners” and regulators. 50 years ago when I was living in Pittsburgh no one ever heard of urban planning. MTC and ABAG, we don’t need your stinking visions….   9. I have noticed a trend here in California as well as other areas of the country where UGB is proposing how we live. When you rezone property what is the affect on the existing owners??… Who really benefits from this change. Follow the money folks. It’s not about your quality of life, or going green the only thing this leads to is lining particular people’s pockets with green backs. We have been duped into feeling like we don’t care about our environment and that we are selfish and greedy in wanting to maintain our current lifestyles. Wake UP!! Stop buying into the “STORY”. You are a stakeholder in your life, time to realize that your property, your rights, your livelihood is being stolen from you without a whimper from you.. when did you get the opportunity to vote on this issue? Time to stop calling it Sustainable Development, Smart Growth, Eco- entrepreneurs… it’s about legislating you out of your homes, your businesses, your lifestyle to take what you have worked hard for all of your life and hand it over to someone else… It’s called GRAND THEFT!!!! When you see those terms MTC, ABAG etc… remember to use the right terms GTP, GTR Grand Theft of your Property, Grand Theft of your Rights.

  10. Regarding MTC’s visioning sessions, they appear to be designed to “construct a perception” of community consensus on the One Bay Area Plan. A few notes regarding MTC’s advancement of this plan are as follows:

    One Bay Area fails to disclose the degradation of the quality of life for those it affects. Statistics are available which show increased crime rates, mental and physical illness, disease, pollution and cost in more densely populated areas. The goal of One Bay Area is to deliberately create such population-density and, therefore, degrades the quality of life for Bay Area residents.

    One Bay Area negatively affects minorities by forcing people back into densely populated living conditions despite the fact that minorities have shown preference for the suburbs by moving there in large numbers. Returning minorities to the living conditions that were fled is highly discriminatory; thus, One Bay Area is discriminatory.

    One Bay Area fails to disclose the percentage of open space that already exists in the Bay Area. As of 2006, the Bay Area Open Space Council (BAOSC) stated that 1.1 million acres of preserved land already existed in the Bay Area. In 2006, their stated goal was to double that in order to make 46% of Bay Area land off-limits. Infringing upon personal property rights must occur to achieve this; hence, One Bay Area represents an attack on personal property rights as is clearly illustrated in the Caltrans funded “California Essential Habitat Connectivity Project” report.

    The MTC has yet to clarify that the One Bay Area Plan will dictate how and where we will live. That is truly the bottom line of the plan and it is disingenuous and, in fact, unethical for the MTC to keep the primary objective of the plan a secret. If the MTC wants to be honest about the plan, they must openly state that it is designed to dictate how and where we will live and it will end property rights as we have known them. Only then can Bay Area residents make an informed decision.

    Also, the MTC states that they base their decisions on race, color, gender, etc. Their discriminatory decision-making process is in direct violation of established law.

    The “Plan Bay Area” efforts have already brought us the MTC’s misappropriation $179 million from bridge tolls to purchase themselves new office space in San Francisco, as well as misappropriation of nearly $550,000 for dog and pony shows: visioning sessions and staging a green event for a Richmond building a few months ago.

    Whether or not they are acting upon previously legislated or conceptualized ideas (which are clearly misguided and must be revisited by Bay Area residents), unethical and illegal practices must not be allowed.

    It’s clear that as the MTC engages with a tiny segment of the community through their visioning sessions, they fail to provide full disclosure, transparency and choice to Bay Area residents.

  11. I don’t remember anyone asking me if I wanted to spend millions on bike paths or bike lanes for my city. I’m a little old for hopping on a bicycle and riding to a distant destination. Yet, these bike lanes and paths (many already in place), are costing our counties millions of dollars. Who will use them? How many of us ride a bike? It appears that this is a plan to get us out of our cars and force us to ride bikes regardless of our personal physical circumstances and/or personal preferences. I like the comfort of my car, and want plenty of parking spaces to park it in. I don’t believe my preference is part of their plan.

  12. The same thing happened in Amsterdam. First came the bike paths, then came the ordinance that forced everyone to own a bicycle, then came the relaxed drug laws. It’s all a conspiracy. They want to get us out of our cars, onto bicycles, and away from parking gargages, then they’re going to force everyone to read books on benches along pedestrian malls, smoke marijuana and enjoy “adult” entertainment.

    Portland, Oregon was one of the original pioneers of these “smart growth” “rack ’em and stack ’em” plans. Those high density/multi-use buildings near train tracks are now turning into vacated slums. The free market and citizens should decide how they want to live. It should not be decided by unelected “regional” bureaucrats who do not represent the best interests of Americans. Those same “elitists” who think they know what is best for all of us (based on the United Nations edicts) are picking their friends to be the winners of these multi-million dollar deals, while citizens are the losers.   15. Regional Transportation Commissions/Authorities across the nation are garnering for control of federal funds and political agendas. Citizen taxpayers are oblivious to the fact that between the federal dollars, your tax dollars, local and state tax dollars, also your tax dollars,subsidize all these entities in most part by as much as 90% in some communities.
    Be forewarned that growing an entity such as this will place an economic burden on future citizens like a cancer eating away at their economic freedom. Once it is instituted, it will never go away.

    What he describes is a process called rule by “consensus” using the Hegelian dialectic, where a predetermined decision of an unelected panel of cognoscenti is ratified by the elected officials, with an inalterable outcome. This is how the Soviet Union was run… by “committee.”

    What the whole discussion is all about is how to implement “sustainability”, not whether it should be implemented at all.

    What Jay is describing is all about United Nations Agenda 21 and ICLEI, which most folks don’t know about and won’t bother studying in depth. Let’s just say it connects all the mysterious dots about why Going Green is going like gangbusters. Google its keywords and you will wake up in a sweat.

    Local politicians and redevelopers love it because they succumb to the million dollar “coercion grants” from the fed in exchange for pursuing “sustainability” action plans. I attended my 5 hour city council meeting where 8.5 million of fed dollars were offered if we just built a “transit center” for light rail. It was really sad watching the Chamber of Commerce and local developers begging for the money, using all the key Agenda 21 buzzwords like “stakeholders” and ” public private partnerships”. But, courageously, the council voted “no”, 4-3.

    Three main documents that direct the United Nations Sustainable Development Agenda 21 program include the approximately 1150 page Global Biodiversity Assessment Report, which was issued at the same 1992 Rio Earth Summit Conference where Agenda 21 signed by Geo. H. W. Bush. The other core documents are the Earth Charter and the actual Agenda 21 document.

  21. I hate to burst Jeb Bing’s bubble but there is no “… continuation of the dialogue on “Plan Bay Area” held last year”. The meeting that are billed as asking for “public input” are really nothing more than a Kabuki theater exercise in making you think that you have input. The scenarios are all pre-determined and lead you down the path of the solution that they want which is high density housing, near mass transit. The objective is to get you out of your car and move you off the land. They want to destroy your local community by importing low income people in to high income communities. Pleasanton should have learned it’s lesson when they were sued for $2Million to put more low income housing in town. What happens to your schools? What happens to the character of your community? What happens to your property values?

    MTC is the Metropolitan TRANSPORTATION Commission. What right do they have to be dictating how and where people should live? MTC in conjunction with ABAG (Association of Bay Area Governments) are unelected and unaccountable to the voters.

    They are usurping the authority of you local elected officials.

    Wake up AMERICA. Your liberty is at stake !!!

    How is it that they can limit these meetings to 100 people mostly environmental and social justice advocates in nine Bay area counties determine what 7.28 million people want. I’d say 900 people hardly represent the wishes of over 7 million. These issues should be put on the ballot then we can see what people want, not just some ideas of non-elected agenda driven wackos.

    Understand why the group you hyperlinked to is using Portland as an example of a dysfunctional green based city.

    I was in southern Portland on a business trip. The business part ended on Saturday and I was to hop on a flight back to the Bay Area from Portand International the next day, Sunday.

    To my amazement Portland city officials closed down Interstate 5 and 405, get this, so that bicycle riders could ride down the freeway for a Sunday stroll!!! Who in their right mind closes not one, but two interstate freeways for bicyclists? I’ll tell you, the same type of people that are on the MTC board.

    I was fortunate that I left early for the airport. When I got to the airport I had a whole 5 minutes to spare, thanks to all the detours I had to take to finally arrive at the airport.

  26. The big problem with the “Urban Vision” tool is it is neither pro-urban nor visionary. Another play on words from a group of unelected “officials” who are lined up for federal dollars (off the citizens backs) while ignoring the simple truth that “there is no free lunch”.

    Attend a meeting and just try to get a word in edgewise. You will be shut down and falsely told questions & comments will be taken at the end of the meeting.   27. OBAP is regional plan that takes away our ability to govern ourselves locally. In reality it is alternate government of unelected committee that do not report to we the people.   28. How about no new construction in years where we have Spare the Air days. The air is already congested. Stop increasing the density and people.

    And no new construction unless they can prove that it will not increase our consumption of water and any costs for additional water infrastructure is 100% paid for by the new development. I am sick and tired of the government approving more homes and then saying that my rates will go up to support the additional infrastructure.

    As someone who has been to some of those MTC and ABAG meetings I can tell you that the members there only care about themselves. How they can increase their agency size and budget. You will never see an agency say that they are no longer needed or they should be downsized.

  29. I have attended visioning workshops and their is already a predetermined outcome and input of anything contradictory is looked on with disapproval. It’s all a show to make it look like everyone is for these predetermined plans. These plans for social and economic justice by spreading the wealth are unconstitutional and we should only have Equal Justice for all according to the Constitution.   30. This is an ICLEI devised scheme to implement UN Agenda 21 in the 9 Bay area counties. Unfortunately, this isn’t the only place this is happening. Besides One Bay Area there are other regional transportation and housing plans being implemented by un-elected boards and commissions all over the United States. They’re all almost identical. The oppressors are in the end game now people. They are freely trampling property rights and dictating land use without taking any responsibility for the damages they cause property owners.

    All of it is justified by their trumped up nonsense about man’s activities killing the planet. The total of man-made contributions to global carbon dioxide is only 4 percent. The other 96% comes naturally having nothing to do with our activites. At the last meeting they said that their Initial Vision Plan would only reduce carbon dioxide emissions by 5 percent in 25 years. So instead of man-made carbon dioxide emmissions of 4 percent, that would reduce it by another .2%, or down to 3.8% of the total.

    Is this enough to redesign our cities and pick winners and losers in the real estate market? Is this enough to remove car lanes, that by the way cost a fortune to build, in order that a few more people will take public transportation or ride a bike? And is this enough to justify building rail at a price that we cannot afford?

    We are now subjects of the State as far as they are concerned and they don’t see why they should have to allow us to move freely and live in large comfortable homes. They are downsizing us by forcing smartgrowth to be built by bribing the cities into adopting their plan. Notice how the money comes from the federal government? It was the federal government that signed our country onto UN Agenda 21 and the implementation comes down from them into the cities and counties. Everyone need to immediately increase the number of dependents to max so no payrol taxes can be withheld. I like very much to ride a bike but for my personal physical benefit not a form of transportation. In Pompano Beach, Florida they have an on going plan that one can rent the bike and return it. I rented one of their rooms for an AGENDA 21 event and the next week the display was not there.   38. S.B. 375 mandates that we reduce our per capita emissions by 15 percent (now apparently 7 percent by 2020), to 85 percent of current levels, by 2035. But Plan Bay Area has tied this to allowing 903,000 additional housing units, enough for 2.2 million more people, 33.8 percent more than live here now. If 133.8 percent of our current population each emits 85 percent of current levels, then our total emissions rise by 13.7 percent (133.8 x .85 = 1.137).

    That’s an increase of over 45 million tons of CO2-equivalent greenhouse gases every year. That larger population would have to reduce individual emissions by a much larger percentage to achieve 1990 levels by 2025, as required by the Global Warming Solutions Act of 2006 (A.B. 32).

    These numbers, bad as they are, do not account for all Bay Area emissions. Most of our emissions are not generated locally – they are released into the atmosphere wherever the goods and food we use are produced and transported. Atmospheric greenhouse gases do not “respect” regional, state or national boundaries – “outsourcing” our emissions will not help reduce CO2 in the atmosphere.

They did this on the sly and are trying to take over our country. I just found out I may not be able to sell our land. I asked why..   45. “Smart Growth” as a concept always looks like old growth to me. Cities used to grow rather organically, with residential, retail, and industrial all mixed together. Zoning was an attempt to separate those different land uses for various reasons. Then we ended up with sprawling suburbs where you needed a car to get anywhere and other unintended consequences. Now we’re pretty much back to trying to create those more organic people-sized living environments that are more affordable. Kind of ironic.

    I also recommend The Wealth of Nations by Adam Smith in which the author explained how wealth is created by individuals acting independently in their own interests. When you attempt to “register” for any of these events they are already all full and you will be asked to be put on a “waiting list.” So in reality all of their public events have already been pre-stocked with their people, with their pre-defined statements, comments and essentially their conclusions. It looks like any attempt to inject an opposing viewpoint will require some gorilla like tactics on our parts to bypass their gatekeepers. Personally I think we should all show up this Wednesday in Dublin around 5:00 with our video camera’s, iPhones, etc. in hand and start asking questions of all the 100 arriving “participants” to really see who is attending and what social organizations, unions or community organizer groups are representing this forum.

    If it could be possible to put the spotlight on this group and show their supporters to be the rabid socialists/one world government cretins that they truly are public sentiment and support for their agenda could finally be undermined.
