Clarification Clarification (November 04, 2005)

The concept plan for Kottinger Creek restoration has been approved by City Council, said city civil engineer Jim Kelcourse, but Council has not as yet signed off on the final improvement plan recently presented to the Parks and Recreation Commission. The commission has approved it, and Kelcourse said the improvement plan conforms to the concept plan, with the exception of a bridge that replaces a suggested stepping stones crossing. The bridge, it was agreed, would be easier for elderly walkers to negotiate. While the Parks and Recreation Commission has approved the final improvement plan, it does recommend that Council cap city spending on the project at the $1,049,635 currently budgeted. A grant application has been made in hopes of securing funding for the bridge. The next step will be asking Council's OK to seek bids for doing the restoration work. Kelcourse said that request could come before Council as early as Dec. 6, and no later than early February.
