To clarify this posting, the motion to form a foundation did not allocate public money. Staff support would be provided so that's certainly an expenditure of public funds--what's different about this foundation is the lack of substantial public outcry (demand) or an existing group asking for help. As noted, Fred Norman has been a most persistent advocate, but hasn't rallied a bunch of folks to his cause. Tim Hunt
