I never quite understand how this is supposed to help an commute that is already a nightmare. All four lanes in this commute are already packed, now we make one a toll lane. Don't we all, as citizens of California, pay taxes to CalTrans? Why don't they just add a new lane to reduce the incredible amount of traffic coming from east of the Altamont??

I think it's a great idea. Keep those working people out of the way of the rich people.

So now there will be an empty (express)lane like 680 South near Milpitas??? Squeezing into one less lane accomplishes nothing!
Also, living near Santa Rita Rd, when I go to Danville thru Hacienda and on to Hacienda ramp to 580 for a bit, then North on 680, I'll now do my 680 approach on Stoneridge Drive??? Really?? That's the solution??
Since I live in P-town, the tri-valley 'hub', I have zero intention of 'paying' to do my East Bay tasks. When I go to Dublin/SanRamon from Santa Rita Rd, I hop on frwy to Hacienda or Hopyard or Foothill.
Instead in need to 'SIT' and pollute at 10 lights to get to Chipolte & Sprouts? Is that AIR Resources solution?????
Final analysis....IF electric cars are allowed is putt along in the new 'express' lane, even those willing to pay, will not use it, since there is nothing on earth as frustrating as putting behind a Prius!!!! I hate them and will not play this game of insanity. They should be outlawed in all 'left / fast' lanes.
