The City of Oakland Zoo, which already receives funding from the Hotel Tax in Oakland and pass through funds from EBRPD, plans to come to voters in November asking for a countywide Parcel Tax for all Alameda County residents.

The Oakland Zoo does not have an elected board of directors which means such a parcel tax would fund an organization with no actual elected members. If that isn't taxation without representation, I don't know what is.
The draft text of the measure even has language saying that the funds from the parcel tax will be used to defend the many lawsuits that will surely be filed regarding this measure.
