maybe a better idea would be to just take all of the prisoners out of San Quentin and let them go on the Farrolon Islands. It has a lot of advantages, no fences required, long swim through shark infested waters, no guards required, reduced cost to the taxpayer, etc.
It seems to me that on a serious note this has some flawed thinking attached to the timing if nothing else. I mean California needs more real estate on the market like Arnold needs more muscles.

It's multiple properties including the Cow Palace, etc that they estimate to be worth 1 billion dollars. I always wondered why scumbags like Scott Peterson are sitting on some of the most valuable property in the Bay Area, which makes it top ten in California easy. As far as the cost of relocating prisoners and building new facilities I'm not sure how it balances out. If it could be worth it a location like San Quentin would be the best choice. You couldn't give me the Cow Palace though. Have you been there recently during the day so you can see what surrounds the place? It looks like the set from some disaster movie.
