So let me understand. The city staff wants to declare Lund Ranch II exempt from Measure PP and allow them to build far more than 10 housing units because streets don't count.

Lund Ranch II is not exempt from Measure PP. All of the proposed housing units (50) are within the guidelines of PP, no building on slopes of 25% and no houses on ridges.

Lund Ranch II is owned by Greenbriar, not the Lins.

Moreover, the Lund Ranch II application submitted does not have a road included that would violate the 25% slope rule. Their application has one road in to the property which is also the current entrance to the property on Lund Ranch Road.
