Searching the web indicates Cheryl Cook-Kallio was absent most of the meetings for this agency.

It says that the County took Federal Stimulus money destined for ACAP, then moved it to other parts of the County government, and when the ACAP director complained, the elected officials retaliated against her.

This article says this agency ACAP where Cheryl Cook-Kallio is the Pleasanton representative "has been plagued by chronic inattention by its members. In the recent past, quarterly sessions of the ACAP governing board have failed to reach a quorum of 7 of 13 members."

Sounds like anytime anyone complains, they are retaliated against. Same thing happened to Chris Gray.

Either way, Cook-Kallio being the so-called board member charged with ACAP oversight means she did no oversight whatsoever.
