From Zakhary Mallett, BART director. BART directors are an elected position. The overwhelming sentiment is that the unions are holding the public hostage by threatening to strike. Mr. Mallett is doing his job by representing the people what elected him, and holding firm against union demands. 72% of Mr. Mallett's constituents believe the BART offer to the unions should be accepted.
Mr. Mallett goes on to state that BART train operators are paid to run two round-trips each day. This takes 4.5 hours on average, but the operators are paid for eight. The effective pay rate according to Mr. Mallett is a little over $50.00 per hour.
Compounding this, I'm not sure why overtime, which is so prevalent among the workforce, is necessary.
