Gov. Jerry Brown signed Assembly Bill 45 into law Sunday, too late for 19-year-old Brett Studebaker, who died in a 2010 drunken-driving crash, but hopefully before others served drinks on a party bus suffer the same fate.

It is about time. I saw a video shot on a party bus for a high school juniors 17th birthday. The driver asked the girl on video how old she was, she said 17. The video was full of the kids drinking alcohol, girls pole dancing and girls giving the teenage boys lap dances. For the clothes they had on they may have just been naked. These kids had bottles and bottles of hard alcohol. I know most of them has they are friends of my kids (and no, my kids did not go).
It is beyond me that this girls parents would think this is an acceptable function for a 17 yo birthday. I couldnt believe the bus operator allowed underage drinking. I think the fines should be much stiffer. i think the cops need to be actively looking for these buses especially during prom/ball season.

An adult chaperone requirement at charter bus teens parties..? Charter buses are going to lose lots of money.
But of course, government which believes that the worst possible crime of a person is taking personal responsibility, enforced babysitting is the only solution.
What I don't understand from this law is what happened with people who illegally provided alcohol to minors? Or for Jerry Brown and company underage drinking law is not relevant any more?

This is ridiculous. There is no place in Calif where you can legally serve alcohol to a 17 yr old. Any adult who is present while alcohol is served is already responsible.
