Stanley Blvd

As I was weaving back an forth on Stanley this morning (left lane closed, then right lane closed, then left lane closed), I had the following thoughts.I am 71 years old, my parents both lived to their mid 90's. If I live as long as they did, will I see the Stanley project completed?

The current condition of the landscape improvements along Stanley is appalling. One third of the plant material is dead, and another third is stressed and soon to be dead. The irrigation is off in some sections and flooding in others. There are weeds along the guardrail that are taller than I am!

Standard landscape contracting practices in California for public works projects include provisions for a maintenance period (usually one year) with the contractor required to provide upkeep. If the original contractor goes under, the bond is pulled and the insurance company is on the hook for the maintenance period.

What happened here? Why is it such a mess? Who is responsible?
