4 way stop sign is needed at W. Angela@Peters.

How about getting a 4 way stop sigh at the intersection of Peters@W. Angela. Not only is this the street of the Farmers market, but almost the main street people using ACE train use to get to Main Street. Bad enough for cars trying to go straight or make a left, but try crossing it as a pedestrian-no marked crosswalk at this very busy intersection. there have been many acidents involving cars and I am just waiting for the day someone crossing at the corner gets hit. It is also the main street connecting downtown with the fairgrounds since it is closest to the Main gate.

Bob and Joan Cordtz and Opinion Pleasanton tried for years to get these signs installed. City is pretty rigid on this one. This is a very dangerous intersection.

We need lighted crossing on Hopyard and Golden. Most people need added training when they see pedestrians and crossing guards. STOP when you see them trying to a street.

West Side Observer,

A question. Do you know why the city is against a 4-way stop at this intersection? It seems that a 4-way stop would be a good thing - at least on the surface. Any reasoning behind their position?

Totally agree. Walking to and from the train is far more dangerous than it should be. I too would like to know why the city has taken this position. Perhaps it is to keep Peters clear for through traffic to encourage Peters over Main. Even so, safety is a real factor here.

Wow, I go through that intersection a few times a week and have never felt it to be dangerous. I've never, in close to 30 years of living here, have ever seen an accident at that intersection. What good would it do to put stop signs at every intersection on Peters when the intention is to alleviate the traffic on Main Street?

The City has reviewed the Peters Avenue at Angela Street intersection on numerous occasions to determine if the location meets multi-way stop standards (most recently in April of 2012). The Federal "Manual on Uniform Traffic Control Devices" (MUTCD) issued by the FHWA dictates the location, size, shape and color of all traffic signs. This manual has guidelines for installing signs and thus creates uniformity from state to state. The State of California has a Supplement to the MUTCD with additional requirements. In the past, The City of Pleasanton has utilized the multi-way stop sign warrants established by the State of California's Department of Transportation (Caltrans) to determine whether or not to install multi-way stop signs at an intersection. These warrants set conditions, such as minimum traffic volumes, pedestrian volumes or collision histories, which must be met for the intersection to qualify for stop sign control. These conditions were generally established with the intent of safely and efficiently moving higher volumes of traffic that are typical on state highways. Staff believes that the Caltrans warrants are not appropriate for the lower volume traffic conditions, which are prevalent on most neighborhood local and residential collector streets. In addition, Caltrans warrants do not account for additional traffic concerns, such as high traffic volumes and land uses such as schools and parks. As a result, the City of Pleasanton modified the criteria to establish multi-way stop signs, reducing the volume threshold and adding other special provisions to the warrants.

Although the stop sign installation guidelines have been reduced, stop signs are still installed at an intersection only after a careful engineering evaluation of the existing conditions indicates that their installation is appropriate, and that there is a need for stop signs in order to provide access or assign right of way, as overuse of stop signs reduces their effectiveness if installed where not justified.

Multi-way stop signs are best used at intersections where traffic volumes on the two intersecting roadways are relatively equal, or on roadways where traffic volumes on the main street are large enough to limit adequate gaps in the traffic flow making the side street wait for long periods of time before being able to gain access to the main street.

The traffic volumes on Angela are extremely low at around 40 - 60 vehicles per hour (counted in April of 2012), or about 1 per minute during the busiest hour of the day. Peters Avenue has about 10x this volume in the peak hour. A stop sign on Peters would force 9 out of 10 vehicles to stop unnecessarily (no vehicles on the side street). Even using our reduced stop sign warrant criteria, this location does not qualify for a multi-way stop sign.

The City is in the process of developing guidelines for crosswalk installations, and staff will review the number of pedestrians crossing at this location for consideration of a marked crosswalk. It will likely meet the threshold given the proximity to the downtown and the frequent pedestrians I have seen crossing at that location.

I have seen accidents in this intersection before. I still would not put a stop sign in this location do to traffic flow. Rose Ave and Peters has a stop one block up, were Valley Plumbing is. People need to just keep their eyes open to the road, not their phone, and learn how to drive. With respect to pedestrians crossing this location or others that are not comfortable with the lack of a crosswalk the need to go up or down the street to use the crosswalk. Just my opinion of this issue.

It sounds like what is needed is to make it safer for pedestrians to cross. Maybe 4-way stop signs are not the best solution to meet that need.

Thank you to the original poster for articulating the problem, and to Mike Tassano for monitoring the board and providing feedback and figures. Although every street intersection constitutes an implied pedestrian crossing (if I remember my DMV handbook correctly), a marked crosswalk, perhaps one with embedded flashing lights that can be activated when a pedestrian enters the intersection, would be a great idea. Is this a petition-driven process that we need to collect signatures for, Mr. Tassano, or will your statistics be sufficient to get the ball rolling? Thank you.

My dear Mike cheney: so you are telling me If I live on w. angela and need to cross peters to get to the Farmers Market-I should walk one block to rose ( live right at the corner by the way) cross the street in the marked crosswalk and walk back to W. angela just to go across the street. People in cars don't pay attention to marked crosswalks as it it so why should they pay attention to a very busy unmarked crosswalk at an intersection to get to the farmers market.
as for you mr. Tassaro-obviously you are watching the intersection at 2 in the morning.
I am just waiting till I hear more brakes squeal and yelling to
happen. and Mr Ben in Birdland-I have to go thru this intersection to get to Main Street. Oh wait-I am told to walk to Rose (2-3 blocks out of my way to go the the bank across the street since no crosswalk. I am just waiting for the next accident that someone gets hit-walker or pedestrian

Hey guess what-we had an accident her last night-sure it was just a little south of the intersection but still this intersection needs to be watched in the afternoon-Hey he'
s a point Mike@ maybe you and the police set up a sting and try walking across the street-lets count how many people don't realized the BIG sign there showing pedestrians. Just a thought

While we are on the subject of this intersection maybe Mr Mike Tassano can shed some light on the reasoning behind why there is no street parking allowed during the two week run of the fair on W. Angela, Harrison, Bernal court, and Pleasanton Ave (which I am very happy) BUT when the Good Guys are in town-they can park on these street and have no repect for peoples driveway etc. I have been told by my neighbors in this area-the no parking during the fair is because the streets are narrow and emergency vehicle cannot get thru-WHOA WHOA WHOA-hummm that happens every time something big happens at the fair-Good Guys included so how come there is still street parking on these streets for the good guys? Where can we go to complain-even the other night we had a DUI accident on W. Angela and with many cars on the streets, the fire truck had problems getting thru. Can we make this area permit parking only like in the jenson track across from the high school? many times I am afraid to leave my house when the Good Guys is going on since I know there will NOT be a spot for me to park on the street when I get home.

I agree lets go for permit parking only for the streets nearest the fair grounds.
