It's About Time! PUSD and teachers union *start* negotations

This time last year (Web Link) on 2/10/10, PUSD and the teachers union had a signed agreement.
Why the apparent reversal in proactive cooperation? Both parties know the current agreement expires 6/30/11. Both parties know the state of PUSD's finances. Why the delay?
Is it coincidence that PUSD and the union are starting the negotiation process the week *AFTER* the parcel tax measure is approved by the board?
Does anyone smell quid pro quo? Or think that the teachers union refused to bargain until after the parcel tax was approved?
No wonder PUSD rushed the parcel tax resolution from release to the public, to approval, to the county in 6 days.
It's all about trust, and it just dropped a (big) notch.
