The 680 Express Lane was built under the assumption that the paying users of the express lane would pay for the improvements.
The latest Caltrans data that was given to "Toll Road News" (yes there is a journal dedicated to toll roads) is that there is an average of 1500 paying vehicles that use the express lane on commute days.
The improvements cost $195,000,000. This is $130,000 per paying vehicle. These vehicles will pay about $600 per car in toll fees each year. At this rate it will take 216 years to pay back the $130,000 that is owed by each paying express lane user.
Does it really make sense to spend this much money so a few executives from Lockheed can be at work 10 minutes earlier?

We are now going to have an above ground "people mover" to get people from the Coliseum Bartd Station to the airport, at a cost of almost $500Mil. Anybody want to do the math on how long it takes to break even on that one???
