How do you fail to see 7 people in a marked crosswalk? What were the driver with the permit and the licensed driver doing that neither of them noticed or did anything to prevent such a collision? Maybe there were no drugs or alcohol involved, but there was obviously something involved that caused two people in a car to not see 7 people in a crosswalk ahead of them.
