Yes Stacey, you're right. It's really the same kind of thing. A few
houses will be built, and the rest of the Tejon Ranch open space will be preserved forever with public access guaranteed. Oak Grove is the same deal. Instead of beautiful hills on which the public is barred from hiking, a few houses are approved, and the public gets a spectacular nature park to enjoy forever.
