Looks like City of Livermore has A few extra officers if they are out looking for one out of A hundred that has A seat belt infraction

Maybe they could find just a few of the taggers who routinely deface every neighborhood in the city.

I guess a few people endangering only themselves is a bigger societal problem than a few people annoying everyone and uglifying the city while perpetuating their gangster culture.
