State police association to install first woman as president

The California Police Chiefs Association will install its first female president on Wednesday, when San Mateo Police Chief Susan E. Manheimer will take the helm of the organization's executive board.

What is her background in policing? What were her responsibilities before she became a police chief?

She was chosen because she is an excellent officer. end of story...

That would be incorrect. It's not the end of story. Different officers specialize in different things. What was her specialty?
