Have the community service officers drive around to the schools (especially high schools) and grocery stores and ticket all the people that are illegally parking in the handicap spots ($271/ticket). While at Foothill high yesterday evening, there weere 4 cars parked in handicap spots without hc plates or placards. I see this all the time at Luckys and Safeway too.
